To create this part, you need an engineer. Options:
Use a toon with Khaz Algar Engineering as the Irresistible Red Button is BoP once created as well as requiring 10* Pile of Rusted Scrap which are also BoP among other ingredients (you can create or buy cheapest mats on the AH) to make it.
Setup a Public Order for Irresistible Red Button and get your 10* Pile of Rusted Scrap from vendors, like Supply Foreman Drezmol , that have them in limited supplies - you'll need to visit multiple vendors or come back for a few visits if not in stock. Then buy the rest on the AH, buying the cheapest quality you need (item is unranked).
The rest of the items: Recalibrated Safety Switch, Whimsical Wiring, and Storm-Touched Weapon Wrap can be bought on the AH.
DO NOT FORGET that these 3* items above need to be ! Q3 / rank 3 / highest quality !.

Once you have everything in your engineering toon's bag, click on the Twisted Skull-Scythe Handlebars and it will create the Skull-Scythe Handlebars.

Note: Once created, you can warband transfer it to any other character, an engineer is not required to make the bike (you just look/talk to the hologram Voidfire Deathcycle Frame once you have the parts :D )
