This is a fun and super early level (at least as of this writing, patch 11.1.7 The War Within) talent for all three specs, but especially Blood. At level 12 this already lets you drop a Death and Decay and hit Heart Strike, and if anything is still standing after that, you're probably in a dungeon by which point the balance druid in your group will have Moonfired everything to death anyway, and it only gets better from there.
