This buff is provided to your character after you click a Whispering Wavestaff in Stormsong Valley. The buff says it increases damage dealt by 10% and Leech by 600 (though, on my 112 druid, it shows Leech increasing by 225 or 20% - possibly due to scaling). Once the Wavestaff is clicked, it takes around 5-6 minutes to respawn on the same point. You are able to click another Wavestaff while you have the buff if you want to refresh it back to the full 10 minutes.
