This buff is acquired by touching a shiny pearl next to where Ursaaj stands in the Timeworn Strand, in Azsuna. One of the caged NPCs, Byron Holungo, will warn you not to touch the pearl, but if you're like me, that means you have to touch it!

You become a murloc with 70% of your max health and five special abilities:

Waterbolt -- Main damage and chance to snare, cast time appears to be affected by haste (mine is 1.8 sec)
Seafoam Cocoon -- Pacifying shield with a strong heal on a short cooldown
Putterfish -- AoE damage and stun, placed on the ground with a 3 sec timer
Healing Splash -- Instant-cast HoT
Call for Help -- Calls a few Timeworn Tidewalker to fight with you for a brief time

FUN FACTS:

When the area is Free-for-All PvP for the World Quest Operation Murloc Freedom, you can participate as a murloc. Players can (and undoubtedly will) attack you, but with practice, you can hold your own!
All the naga and murlocs, even the elites, are Neutral with this buff. King Mrgl Mrgl's murlocs are also Neutral, and you can still talk to him. You can attack the mobs who were formerly enemies, but not the King's murlocs.
While you are a murloc, your name appears to display as "Timeworn Oracle," but will still display with your title.
When you attempt to chat in /say, all your words come out in mrgls and grgls!
The buff has no timer, and persists through death.
