I'll admit that at first, I found this spell very underwhelming. I rarely found myself out of range or unable to hug my healing targets during 5-mans whilst levelling and in early gearing, which led to me almost never using this spell.

I firmly believe Rule of Law shines during raiding content. It's increase to your mastery range is very helpful, and allows you to heal more efficiently during fights where your group is spread out. An encounter that comes to mind is Il'gynoth - because adds spawn all over the area during the "outside" phases, your group is rarely going to be stacked enough for your heals to be at their best.

Rule of Law followed by Light Of Dawn is also a very effective tactic in healing a group when they're more spread out. If you find yourself struggling to hit people with LoD, I recommend taking this talent. With Beacon of the Lightbringer talented, this tactic will only become more effective, and your Light of Dawn will reach very far.

Finally, Rule of Law is FREE. Always make sure to use it before it caps at two stacks, because there is absolutely no downside in using the uptime that would otherwise be wasted. It's best to keep the second stack for an emergency long range LoD or if a wounded ally is suddenly too far away to heal.

My most important suggestion to anybody who is considering taking this talent is to remember to use it whenever you need it. There's no mana cost, there's no excessive cooldown, there is nothing holding you back from using this spell whenever it is slightly useful.

It seems that as noted in the Spell Details table, this is off the GCD, which is really helpful to maintain reactivity as things move around.

If you cast the second charge of it while your first charge's buff is still active, it simply refreshes the duration of the buff to 10 seconds.

So you should try to avoid wasting your second charge by casting it too soon (when your first charge's buff is still up)
