This talent is interesting. From a tanking perspective this has at least one decent use: countering heavy physical damage. Assuming there is some massive amount physical damage spike (Talon Rake for example), the bonus armor, versatility, and increased mastery alone would make this talent useful. Coupled with it's short CD and it's improvement to DPS as well, and this looks like a potentially attractive talent.
There are two major downsides I can see to this talent as it stands: ~~it's dependence on stats from gear, i.e., the talent will be weaker in the earlier stages of raiding~~; and the huge amount of HoP required to use it.

As of Build 18716 Seraphim now increases the following stats by 1500 which has the approximate effect:
+11.45% All Damage
+11.45% All Absorption
+11.45% All Healing
+6.73% Magic Damage Reduction
+19.78% Physical Damage Reduction
+13.39% Critical Strike
+15% Haste (15.75% for Prot)
+22.72% Multi-Strike
+17.05% Mastery (17.9% for Ret)
(+1650 Attack Power for Prot)

I was hoping for something shinier, possibly with Tyrael style wings or a change in armor. Oh well... Isn't 15 seconds a bit short for 5 holy power though?

Has anyone done simulations with this versus the other two talents?

Other than intense burst phases that only last 15 seconds, I can't see this being better than Final Verdict for sustained DPS. The increase in stats also doesn't scale, its just a flat value. Even IF this is better at WoD release, at some point during the expansion, Blizzard will need to either make the increase in stats a percentage increase instead of a flat value, or the other two talents will clearly outshine Seraphim.

Why not make Seraphim a 1-5 HP cast with Haste, Critical Strike, Mastery, Multistrike, Versatility, and Bonus Armor by 200 (per HP) for 15 sec. - Cooldown remains at 30second.

Gives more flexibility for paladins to use Seraphim for a lower HP cost and keeping Shield of Righteous up while every extra HP dumped into extra stats from Seraphim? (30 seconds cooldown seems too long in this case)
