Shadowlands Abilities Earned Between 50 and 60

Numbing Poison - level 54 - Coats your weapons with a Non-Lethal Poison that lasts for 1 hour. Each strike has a 50% chance of poisoning the enemy, clouding their mind and slowing their attack and casting speed by 15% for 10 sec.

Improved Shiv - level 58 - Shiv now also increases your Nature damage done against the target by 20% for 9 sec.

Outlaw

Blade Flurry - level 52 - Blade Flurry now instantly strikes up to nearby 5 targets for (120% of Attack power) Physical damage.
Grappling Hook - level 56 - Cooldown reduced by 15 sec.
- level 58 - Dodging an attack while Evasion is active will trigger Mastery: Main Gauche.

Subtlety

Improved Shuriken Storm - level 56 - Shuriken Storm critical strikes apply Find Weakness for 6 sec.
Black Powder - level 52 - Finishing move that leaps you into the air, sprays shuriken at up to 8 nearby targets dealing Physical damage.
Black Powder - level 58 - Targets with your Find Weakness suffer an additional 50% damage as Shadow.

Blizzard's Rogue Patch Notes

Shiv damage has been increased by 150%.

Classes: Rogue

General

Crimson Vial now heals 20% of maximum health (was 30%), duration reduced to 4 seconds (was 6 seconds) and energy cost reduced to 20 (was 30).
Cheap Shot now generates 1 combo point (was 2).
All Rogues can now use the following abilities:
Instant Poison – Coats your weapons with a Lethal Poison that lasts for 1 hour. Each strike has a 30% chance of poisoning the enemy which instantly inflicts Nature damage.
Shiv – Attack with your off-hand dealing Physical damage, and applying a concentrated form of your Non-Lethal poison. Awards 1 combo point.
Kidney Shot – Finishing move that stuns the target. Lasts longer per combo point.
Wound Poison – Coats your weapons with a Lethal Poison that lasts for 1 hour. Each strike has a 30% chance to poison the enemy, which instantly inflicts Nature damage and reduces all healing received by 5% for 12 seconds, now stacking up to 3 times.
Crippling Poison – Coats your weapons with a Non-Lethal Poison that lasts for 1 hour. Each strike has a 30% chance to poison the enemy, slowing movement speed by 50% for 12 seconds.

Assassination

Improved Poisons now has an additional effect – Poisons are applied to your weapons 33% faster.
Wound Poison now has an additional effect – Stacks up to 2 additional times.
Vendetta no longer has a global cooldown.
Fan of Knives now capped at 8 targets.
The following Talents have been adjusted:
New Talent: Alacrity (replaces Toxic Blade) – Your finishing moves have a chance per combo point to grant 2% Haste for 20 seconds, stacking up to 5 times.
Blindside is now a passive ability and gives Mutilate a 20% chance to make your next Ambush free and usable without Stealth. Chance increased to 40% if the target is under 35% health.
Crimson Tempest damage increased by 30% and now capped at 8 targets.
Venom Rush now grants you 8 Energy (was 5) when you use Mutilate against a poisoned target.

Outlaw

Pistol Shot is now an off-hand attack for passives such as Combat Potency and reduces movement speed by 30% (was 50%).
Roll the Bones no longer consumes combo points, has a 45 second cooldown and a 30 second duration. Additionally, Roll the Bones is no longer replaced by Slice and Dice.
Grand Melee no longer increases attack speed and now grants 2 seconds of Slice and Dice per combo point spent.
Between the Eyes no longer stuns the target and replaces Kidney Shot. Now has a 45 second cooldown (was 30 seconds) and increases critical strike chance.
Restless Blades now causes finishing moves to also reduce the remaining cooldown of Roll the Bones and Blade Flurry.
Blade Flurry normal damage increased to 40% (was 30%), no longer has 2 charges and now has a 30 second cooldown (was 25 second recharge). Additionally, all secondary hits from Blade Flurry with a weapon coated in Instant Poison, Crippling Poison, or Wound Poison will now apply the Poison to the targets.
Blade Flurry now capped at 4 additional targets.
The following Talents have been adjusted:
New Talent: Dreadblades (replaces Slice and Dice) – Strike at an enemy, dealing Physical damage and empowering your weapons for 10 seconds, causing your Sinister Strike, Ambush, and Pistol Shot to fill your combo points, but your finishing moves consume 5% of your current health.
Retractable Hook now reduces the cooldown of Grappling Hook by 15 seconds (was 30 seconds) and increases its retraction speed.
Killing Spree now capped at 4 additional targets while Blade Flurry is active.

Subtlety

Shadow Dance now has 1 charge (was 2), grants all the combat benefits of Stealth for 8 seconds (was 5 seconds), and also increases damage dealt by 15%.
Find Weakness is now applied when attacking from Stealth (was Shadowstrike and Cheap Shot). Additionally, Find Weakness causes all of your attacks to bypass 30% (was 40%) of that enemy's armor for 18 seconds (was 10 seconds).
Eviscerate damage is no longer increased by 50%, now the ability deals an additional 50% Shadow damage to targets with your Find Weakness active.
Backstab now has an additional effect – When you are behind your target, Backstab now also exposes a flaw in their defenses, applying Find Weakness for 6 seconds.
Symbols of Death now has an additional effect – Symbols of Death causes your next combo point generator to critically strike.
Shadow Blades no longer has a global cooldown.
Nightblade has been removed.
Shuriken Storm now capped at 8 targets.
The following Talents have been adjusted:
New Talent: Premeditation (replaces Find Weakness) – After entering Stealth, your next Shadowstrike grants up to 10 seconds of Slice and Dice, and generates 2 additional combo points if Slice and Dice is active.
Dark Shadow damage increased by 5%.
Secret Technique damage increased by 20% and now capped at 6 targets.
Deepening Shadows now causes your finishing moves to reduce the remaining cooldown on Shadow Dance by .5 seconds per combo point spent (was 1 second per combo point spent).

PvP Talent changes:

Shiv is no longer a Talent and learned by all Rogues at level 32.

Find Weakness Previously a Talent. Attacking from stealth and other abilities allow the Rogue to bypass their target’s armor, but also causes additional Shadow damage when they are struck by an Eviscerate. Can also mark a large number of targets when needed to setup for their new area-of-effect finisher, Black Powder, which also assaults targets with their Find Weakness for additional Shadow damage.

Dark Shadow IncreasesShadow Dance damage by 30%.

Rupture Returns as Subtlety’s damage-over-time bleed finishing move, instead of the shadowy Nightblade—however, they’ll still have access to movement speed reduction and healing reduction through Wound and Crippling Poisons.

NEW Black Powder Assaults targets with their Find Weakness for additional Shadow damage.

Enveloping Shadows Deepening Shadows reduces the remaining cooldown of Shadow Dance by an additional 10.5 sec per combo point spent.
Shadow Dance gains 1 additional charge.

Gloomblade Punctures your target with your shadow-infused blade for (47.151% of Attack power) Shadow damage, bypassing armor.
Level 42: Critical strikes apply Find Weakness for 86 sec
Awards 1 combo point.

NEW Premeditation After entering Stealth, your next Shadowstrike grants up to 10 sec. of Slice and Dice, and generates 2 additional combo points if Slice and Dice is active.

Secret Technique Finishing move that creates shadow clones of yourself. You and your shadow clones each perform a piercing attack on allup to 6 enemies near your target, dealing Physical damage to the primary target and reduced damage to other targets.

In this week’s build of the Shadowlands Beta, we have some notable changes for Outlaw Rogues.

Since both Assassination and Subtlety can apply poisons in AoE relatively easily, we want Outlaw to have access to similar utility. As such, Blade Flurry hits can now apply poisons to any enemies hit.

We’ve also changed the Between the Eyes debuff. It no longer gives you increased Critical Hit Damage against the target; it now gives you increased Critical Strike Chance against the target. This allows Blade Flurry to spread the damage bonus of this debuff to secondary target.

In this week’s build, Subtlety Rogue gains a familiar name as a new passive talent, Premeditation.

This talent allows the Rogue to skip a step during their opening onslaught, by providing Slice and Dice when Shadowstrike strikes a target from Stealth.

Damn where to begin. So outlaw is basically useless now. And with the buffs to crimson tempest and the fact that fan of knives still hits all surrounding targets and applies your poisons, why would you ever play outlaw or sub?

Double buffs is going to have to become the new baseline if they're going to make RtB a cooldown. Going to be weird losing Deadshot, feels almost like part of the spec now at this point lol.

So …. - Shuriken Storm Sprays shurikens at allup to 8 targets within 10 yards
-Crimson Tempest Finishing move that slashes at all enemies within 10 yards, dealing instant damage and causing victims to bleed for additional damage. Lasts longer per combo point.
-Fan of Knives Sprays knives at all targets within 10 yards, dealing (20.5%24.6% of Attack power) Physical damage and applying your active poisons at their normal rate.
Awards 1 combo points.

+ the 2 specs they have in talent 30 3 talents with extra dmg....
And outlaw because some mogols they cry they take nightstalker and nothing else to choose they are getting Blade flurry to 4 targets.....

Looking at Subtlety, I don't really understand what came back. I mean, they say I'm going to get the Rupture back, but it's still listing the Nitghtblade. And what is Slice and Dice doing there?

-Suggestion-
Can we add deadshot + between the eyes as baseline passives for outlaw. Deadshot keeps the spec viable for single target and helps even out it's damage rather than it actually being complete rng. I love rng buffs, but the spec needs some type of stability to do well compared to the other specs, and now with it's niche gutted (sustained cleave) it's going to fall behind and not even be a viable raid spec at all, just like it was in Legion.

I'm a weirdo who plays the spec for single target because the buffs add variety/flavor to the spec. I do not play this game for m+ I play for high end raiding. Do not treat a spec as if it's only designed for m+, that's not fun for anyone.

Sub is fun, but assassination is downright braindead and energy starved, not to mention, both of these are just not specs I want to be FORCED to play if I continue with my rogue. I don't want to swap classes all because blizzard can't get their balancing act together. They didn't actually do any class tuning for most of BFA, and if this is all they do for shadowlands I'm concerned. (I know it's still early, but I'm still addressing my concern.)

I feel bad for warlocks, they basically got nothing. Nobody asked for curses back, how much more out of touch can you be with a community? They want things like Meta(demo,) Soul swap(Affl,) and like, mop fire and brimstone (Destro.)

- Symbol (for crit)
- Shuriken Storm ( applie find weakness to all enemies because of Symbol) + instant 5 combo points
- 5 combo points Shadow Vault + 50% shadow dmg from rank 2 Shadow Vault

Why giving free Riposte for all Rogue Specs? Now all of them have 3 big defensive cooldowns. How we supposed to kill Rogues in pvp now? I don't even count Feint which makes rogues tank for 1/3 of a time.

I'm honestly just hella bummed about the new maximum target cap for outlaw Blade Flurry.
Goodbye decent aoe dps.
It's only fair we get to have an unlimited target aoe spell because we essentially get only one aoe/cleave while other classes have multiple aoe spells with no target cap. Or at the very least some other sort of cleave.
I personally think this change is bogus and will render rogues essentially useless for aoe fights, but I guess we will see.
