This quest is now listed in red in my quest log. Plus, I think that the "Taelia" that you're supposed to meet was discovered dead in another quest chain. So, it might be necessary to do this as one of the first quests you look for after leaving Silvermoon City for the first time.

I could be wrong of course. Time will tell.

You have to be level 90 to start this questline since part of it requires defeating elites.

The quest giver that starts the chain (Taelia) is right outside the Inn in Silvermoon

[Some of our brothers and sisters in the Light were responding to a request for help by the Magisters at the Sanctum of the Moon. Apparently the Twilight's Blade has been seen lurking in the area. We expected to hear back from them awhile ago, but we've heard nothing. Given the strength of the party that went, Salandria and I wanted some additional backup before we looked into the issue. Care to lend a hand?]
