Where is Tyrande in the War Campaign? (Spoilers)

Patch 8.2.5 heralded the end of the War Campaign, as many leaders from the Alliance and Horde came together to shape the future of the faction conflict. However, two leaders were noticeably absent - Tyrande and Malfurion. While Malfurion is likely still recovering from his wounds during the invasion of Darkshore, Tyrande hasn't been seen since she became the Night Warrior, and the two have been missing since the Tides of Vengeance update.
Tyrande in Early Battle for Azeroth
In Patch 8.1, we saw Tyrande transform into the
Night Warrior
to fight back against the Forsaken as Anduin refused to offer additional aid from the Alliance. While she made an impact and defeated a Val'kyr, it was not a decisive victory as Nathanos was able to escape along with Sira and Delaryn raised as undead elves. Since then, the Darkshore story has stalled, as players can fight for control in the Warfront without further story advancement. It's likely that Sylvanas' dwindling number of Val'kyr will play a role in the future, as she's just lost many of her Horde allies, but this plot point hasn't come to the forefront yet in BFA.
Players were first surprised that Tyrande was not present in the Rise of Azshara patch, as Tyrande played a critical role in the Kaldorei resistance in the War of the Ancients and is one of Azshara's oldest adversaries. Instead, we saw Shandris and Thalyssra work together to fight the Queen of the Naga. While these two characters have history, it would have been even more exciting to see the past and present leaders of the elves clash after 10,000 years of tension. The only reference to Tyrande in Patch 8.2 is a rude aside by Azshara:
Azshara: Would you entrust it to Tyrande? Perhaps she needs it to invoke yet another forbidden ritual.
Patch 8.2 also saw the escalation of the War Campaign, as Thrall and Jaina worked together to rescue Baine from Orgrimmar. We
commented back then
that while their goal of peace and unity was noble, Tyrande may be incredibly distrustful of such promises, having lost nearly everything to the Horde war machine.
Anduin's Comment on Tyrande
Now in Patch 8.2.5, Anduin comments on Tyrande's absence from the War Campaign:
Where is Tyrande?
She... hasn't responded to my missives since departing for Darkshore. I fear vengeance has consumed her.
While Shandris is present instead as a Night Elf emissary, Tyrande's absence points towards continued skepticism towards the Alliance's new plan for unity. Anduin is not nearly as battle-tested as Tyrande--he's a young king speculating that Tyrande is too vengeful mere months after her capital was destroyed and most Night Elves murdered.
And while the
Horde dialogue
following the War Campaign takes pains to welcome the Sylvanas Loyalists back into the fold, there hasn't been much story development with regards to the Night Elf refugees in Stormwind reacting to this development, who suffered the most from Sylvanas and Saurfang's campaign.
Hints at Faction Division
Perhaps this is intentional, as Blizzard has hinted there could be Alliance division in the future, from an old
Polygon
interview:
Alliance don’t have that same division in their ranks just yet, and there isn’t that same natural point of choice.
If peace with the Horde comes at the expense of rebuilding relations with the Night Elves, this could potentially lead to Alliance division in Patch 8.3 or beyond with Night Elves and Worgen on opposing sides from the rest of the Alliance. Losing Greymane's confidence would hit Anduin particularly hard, and with the Gnomes also lacking a leader, the formerly ironclad balance of power within the Alliance could be closer to the brink of disaster than many realize.
As Greymane lost his son to Sylvanas and the Worgen too suffered losses in the Burning of Teldrassil, he is also extremely upset by the news Sylvanas escaped and does not share the popular views on peace and unity:
Saurfang is dead and Sylvanas has escaped?
This is no victory. I care not who leads the Horde or if they tear each other apart.
All that matters is slaying the Banshee. And we have missed our chance.

I fear for Tyrande. The Night Warrior is fierce, but... can a mortal control such power indefinitely?
She is the high priestess of Elune. If anyone can wield the goddess's strength, it is her.

All this talk of the war winding down...Sylvanas is still out there. Have they all forgotten what she did?
Not Tyrande. She is still out there too. Hunting Sylvanas and Nathanos like the dogs they are.
May the might of the Night Warrior lay waste to those walking corpses.
My brothers and sisters still seek vengeance for Teldrassil. But I...I am so tired of war.
To be honest, so am I. Rage still burns within my heart, but I long to live my life without it.
I hope that one day, we can.
We nearly had her. If I were just a few hundred yards closer, I could have taken a shot at the Banshee.
Have patience, her time will come. We will have justice for Teldrassil in the end.
But when? How long must we wait?
For as long as it takes.
Blaming Sylvanas
So far much of the post-War Campaign dialogue has focused on characters that didn't have much to lose in the Burning of Teldrassil, such as Anduin or Thrall. When Night Elf soldiers express hesitation about working together with the Horde due to Teldrassil, other Alliance characters are eager to dump the blame on Sylvanas:
"I cannot say that I am eager to fight alongside the Horde. Not after Teldrassil."
"That was the Banshee's doing. We all want her to answer for it."
"And then what? Peace?"
"We can worry about that if we live."
Back in Orgrimmar, leaders are also quick to pin the blame on Sylvanas:
Rilgiz: This Sylvanas-supporting scum is tryin' to use our bank. This here's for HORDE only!
Baine Bloodhoof: I will not tolerate such talk! Many were led astray by Sylvanas's lies.
Baine Bloodhoof: We must now come together as a united Horde. Those who seek forgiveness are forgiven.
The reality however is that there was a large Horde army, eager to fight the Night Elves, and Saurfang relished the war plans and initial battle. While many seem eager to forget the past and move towards unity, the Night Elves and Worgen have more reason to be distrustful.
We should note, however, that in spite of Tyrande deliberately being absent, Shandris is present as well as an army of Night Elves, showing that the Night Elves are still supplying aid in spite of the battle at Darkshore and Tyrande's silence. There's even an exchange between Lor'themar and Shandris where she assures him that the Sentinels can handle the rocky terrain surrounding the gates of Orgrimmar:
Lor'themar: So we are to strike from the north...A sound plan...but there is no telling what treachery Sylvanas has in store for us.
Shandris: She fought beside you for many years, both in life and in undeath. You must know her well.
Lor'themar: Perhaps I did, long ago. But now...
Lor'themar: Hmm...Our forces are few in number. We must make use of the surrounding terrain when we assault the gate.
Shandris: The sentinels have made use of that terrain for millennia. Our knowledge of the land was old when the Farstriders were young.
Lor'themar: Yes, of course.
With the reveal that
Sylvanas was in league with Azshara
, we may still get that opportunity in the future for Tyrande to thwart Azshara's ultimate plan. Currently Sylvanas is on the run, Tyrande is missing, and Greymane still wants to defeat Sylvanas--so perhaps the two Alliance leaders will splinter off and personally try to track Sylvanas down in 8.3.
