The Valor Point upgrade vendor in Oribos is the same as the PvP one -

. This NPC can be found at 34.55, 56.55 in Oribos and now functions as both the PvP and Mythic+ upgrade vendor.

Valor Point Upgrade Vendor in Covenant Halls
You can also upgrade your gear in your Covenant Hall! Head to the upgrader and you'll be able to upgrade your gear there too.
Valor Point Costs to Upgrade
To upgrade a piece to the next Rank (3-4 Item Levels), you also will need an amount of

costs with Weapons being the most expensive. Remember that you cannot upgrade Mythic+ gear if it was obtained before Patch 9.0.5.
