The Necrolord covenant sanctum, the Seat of the Primus, now includes a Runeforge for applying Death Knight weapon enhancements. Added in 9.0.5, this allows Death Knights to apply unique enchantments to their weapons, such as

With roughly
half of all Death Knights
playing Necrolord, this is a great addition to the Covenant Sanctum they spend a lot of time in. Although it doesn't seem like any of the other sanctums have runeforges, Death Knights still have

for easy access to Acherus, and the runeforge serves as an extra story hook. There have been major hints that the Runecaver imprisoned inside Torghast is actually the Primus, the displaced leader of the Necrolords who designed the runeblade Frostmourne and the Helm of Dominion, so it makes a lot of sense that there is a runeforge in what was once his workshop.
