The Judgment of the Arbiter legendary power should just require Ascended Revered, but players across the forums, Reddit, and Wowhead are reported it is bugged. Thanks nantesfran for emailing us the suggestion to highlight this.

Earlier on the beta,

required Honored with the Avowed (which you can confirm if you look at old Wowhead comments), and several players including
Lochlainn in the database comments
have confirmed that Honored Avowed appears to be a requirement (either instead of Ascended Revered, or in addition to - reports unclear) on live servers as of December 6th.
So currently until this is fixed, you will need Honored Avowed and Revered Ascended reputation to purchase
