WoW Game Director Ion Hazzikostas has replied to a tweet announcing that players that reach the max level in Shadowlands before their region's first weekly reset in Shadowlands won't have benefits when compared to players that take a little longer to level as far as Legendary and Renown progression goes.
This concern was raised because of how Soul Ash, the material to craft Legendaries, and Renown work in Shadowlands. You are only able to receive a certain number of both per week, so, for instance, a European player could rush to level 60, complete their weekly cap on launch Tuesday just to be able to complete it again the next day because it would be EU reset day (Wednesday).

This change is in line with how the first reset historically works when we have global launches for expansions. The new expansion content never resets with the first weekly reset, since it happens within hours of launch, which would force hardcore players to rush to max level to take advantage of the extra weekly reset compared to people that take slightly longer to level.
