1. Find the Сломанная сеть душ
West of Tirna Scithe on Ardenweald there is a platform with a broken cart on it with a wooden stick by it's side on the ground called Cracked Soulweb, looting this object will give you the Сломанная сеть душ. Reaching this platform can be tricky and may require a class ability, using a slowfall item, and/or doing a risky parkour around the area.

Talk to Старейшина Гвенна at Glitterfall Basin and ask her to repair the Soulweb, this also requires (10) Сумрачный шелк. This will give you the Отремонтированная сеть душ. If you do not see Elder Gwenna, complete all side quests in Glitterfall Basin up to Заслуженная победа.

To empower the Repaired Soulweb into a Dreamcatcher, all you need to do is talk to Изера to empower it for you!
If you're a Night Fae, just talk to Ysera inside the Heart of the Forest.

If you're not a Night Fae, fly to Refugee's Camp, talk to any of the guards at the ramp leading to the Heart of the Forest and select the option I'd like an audience with Ysera. She will come outside and empower the Dream Catcher for you.
