The best practice is to make this cloak or Cloak of War when your LW level is 504. In that way you can gain 3 levels and be at 507. After that it is still a pain to level to 510.

So far, atleast by the wowhead data, the patern is yellow until 510 on the PTR, on live (when i write this) it is only yellow until 505.

I guess this is one of the 'were making leveling 500-510 leatherworking easyer to do' coment on the patch note ment

note for hunters, at about the same level you can get Пелерина разрушения Неферсета from questing in Uldum.

you lose out on 11 agility, but it's free and crit/haste are better than hit/mastery if you're gearing up for heroics.

Transmog tip for Mages: this cloak goes well with parts or all of T12 and T13.

I found it more profitable on my realm to tip an Enchanter to dissenchant this when I made it, then to sell it. Look at your realm's AH for this cloak and Небесный осколок (1-3 for this DE) to decide. :)
