Speaking form a tankadin's point of view, I wouldn't say that we are all about block, although you're right about parry taking a backseat to dodge, due to the sharper diminishing returns, but that is the same for warriors as well.

Nether warriors or paladins tend to stack block for raiding (with the exception of tanking Anub'arak's adds on heroic) . It simply isn't as good as the alternatives in it's current form, however the true stength in block value is for tanking the easier content, such as heroics.

My paladin's block set isn't great and there are a lot of upgrades for it, including these boots but I have about 3000 block value without procs. With this I am easily able to run heroics without a healer and often take less damage than the other meele due to blocking the damage whirlwinds and cleaves.

I'd say warrior, for the reason Each time u parry u get rage, and block, but a paladin uses mana so it's not AS useful, but it is still good for a paladin ....

Paladins also gain mana through blocking and parrying as well, due to Blessing of Santuary. The changes to Shield Specialization were actually taken from an earlier version of Blessing of santuary.

Had these drop my first run in FoS, a warrior rolled need for his off spec. Kinda made me mad, but oh well. Dropped again in my 6th run. Great and easy upgrade over the http://www.wowhead.com/?item=44243 i was using as starter boots. There are several other nice tank drops in there too. I also got http://www.wowhead.com/?item=49783 and http://www.wowhead.com/?item=49853 on my 7th run. Now just running it for http://www.wowhead.com/?item=49794 and http://www.wowhead.com/?item=47241. Fast instance too, takes about 30 min to run.
