Они не обязательно латные. Все зависит от класса персонажа, например когда я делал их хантером они были кольчужные.

Кстати в случайных улучшениях не указаны:

... с меткой охоты

+145 силы атаки +41 ловкости +32 интеллекта

... с печатью могущества

+202 силы атаки

Возможно, с выходом патча, характеристики увеличились, например, "... со знаком силы" теперь не +101, а +126 силы.
Flextor, все верно указано, в зависимости от класса ты сможешь выучить только очки твоего класса брони:
Воин, паладин, дк - латы.
Хант, шаман - кольчуга.
Рога, друид - кожа.
Маг, лок, прист - ткань.
И у всех классов брони свои улучшения, например, "со знаком силы" бывает только у лат, "с меткой охоты" только у кольчуги и т.п.

В текущем патче характеристики улучшений подняли:

...со знаком мартышки: +83 ловкости, +126 выносливости

...со знаком тигра: +83 ловкости, +83 силы

...со знаком силы: +126 силы

ok, i made 4 pairs of these and this was the results;

Mechanized Snow goggles of the beast x 1
1681 armor
+53 strength
+53 Agility
+79 stamina

Mechanized Snow goggles of Strength x 2
1681 armor
+101 strength

Mechanized Snow goggles of theTiger x1
1681 armor
+67 Agility
+67 strength

The mech... of beast were virtualy on par with my retribution (paladin) epic level 70 goggles.. it droped about 0.7% crit and 4ap, but i gained another 25 or so stamina. also with the ability to attach "belt-clipped spynoculars" to my belt, i didnt even need the epic gogs for the gas clouds minimap feature! not to shabby for a fairly cheap craft.

These are the cheapest way to skill from 425 to 430 for gnomish engineers.

I've noticed a trend in Wrath that's somewhat annoying - my Pally-gineer can only craft Plate goggles. From one perspective it's nice to have my window uncluttered by gear I wouldn't use (cloth/leather) and not waste time/gold making them. On the other hand it's frustrating because Blizzard decided to not bother making a set of plate goggles with Spellpower on them which is annoying since I'm a Healer these days. If I could make the Mail goggles I'd be alright because they do have bonus Spellpower on them.

in 3.2 mechanized snow goggles have their stats increased,not mentioned from those been on PTR,neither on patch notes and still not updated here! :D

my guess they were buffed as some of the other recipes somwhere near 3.1.3

Updated stats for "Mechanized Snow Goggles of the Battle" : 91 Strength, 77 Stam, 40 crit rating.

I made these at 65 on my warrior and slapped a mind amplification thing on there, along with a sonic booster, that gives you about a 2k health gain and i'd say these goggles are almost on par with the epic ones, givem they are attainable at 65 with similar stats, although slightly inferior.

Sorry for the repetition but i have heirlooms/ 69 "of the soldier gear" with engineering tinkers lined up for my war, 69 pvp is going to be epic, about 15k buffed health, near 2k ap, all that burst from eng and MC'ing people....*shudders*

just an update, made 3 of these last night, here are the results:
