It is 100% drop rate during the event but only 1 drops so group would probably need to do multiple runs to get everyone the roses.

I would suggest normal UK as it's the easiest of the 3 dungeons, you can skip about half of the mobs toward the Prince. 2 level 80 can duo this one if both are decently geared.

For those of you wondering, this is not a party loot. You'll have to down the boss 5 times to get one bouquet for each of the party members.

Just killed Prince Keleseth this morning and he does indeed drop RED ROSES. Not sure on if he drops Ebon ones as well..

Warlock / Pally solution:
I was using the Dungeon Finder to only put myself into instances (Norm & Heroic), where the Bouquet of Red Roses and Bouquet of Ebon Roses drop, in order to get the My Love is Like a Red, Red Rose achievement. However, the RNG just wasn't being nice to me... after twenty or so runs, I got really frustrated with everyone else wining the "Need" rolls.

So, my wife and I decided to "two man" Utgarde Keep. She's a Ret Pally, and dual-specced into Prot. (without the associated tanking gear)

I am a Warlock, and put up a modified Felguard/Siphon-Life build, in order to give Prince Kelseth three hard-hitting sources of damage to worry about. I used glyphs of Siphon Life, Soul Link and Felguard, in order to maximize my survivability, and possibly have Kelseth give more attention to my Felguard.

Took three tries, but after we figured out our technique, it was easy. Instead of Shadow Bolting Kelseth down to 25%, I used Drain Life. When Kelseth froze either of us, we'd pop Insignia of the Horde. When the adds ran into the room, I used Seed of Corruption to great effect.

A 30-minute solution to a one-week dilemma!

As of patch 4.0.6, this item is dropping from the last boss in heroic Shadowfang Keep (Lord Godfrey). This is the only one I can confirm, I haven't seen it yet in any other L85 heroics.

Since 4.0.6, it seems that these and the Bouquet of Red Roses no longer drop from LK bosses, only from Cata bosses.

These are not dropping from Keleseth in Utgardt Keep. Anyone know if they were removed, and if so, who drops them now. I know before the patch on feb 8th he dropped them. Any information you could provide would be greatly appreciated.

I suspect it might be level specific now. If you are 80 or below the WOTLK instances may still drop them, but 81 and up have to do Cata instances for it since the 2/8/11 patch, regular or heroic.

My personal experience on 9 different toons going up against Prince Keleseth in Utgaurde Keep.
Soloed the boss on normal with all 9 toons while I was in there to get the Elder, on my Hunter level 80 in Cata greens, pre-4.0.6 he dropped the black roses.

The rest of the 8 toons all level 80 in cata greens soloed him POST 4.0.6 and not a single drop.
I reset the the instance and killed him once more for good measure, so a total of 16 kills post 4.0.6

So I don't think it matters if you 80- or 81+, post 4.0.6 the drop is either removed or lower that Deathcharger's Reins.

After reading up on these roses and the achivement, I was really confused about where they actually dropped, so I submitted a ticket to a GM. As of the 15. february 2011 this is the correct "answer":

"You can get the rose from all the Cataclysm dungeons bosses in normal or heroic mode. You can get them from heroic bosses in Wrath of the lich king instances too."

I had this drop from Prince Keseth on my 1st try on my mage alternate (lev 80). But after 8 or 10 times on my main, he stubbornly refuses to give 'em up.

For my mage, the dungeon was on plain normal, not heroic or anything. I'm guessing the only way I can do it on my 85 hunter is either go Cata, or set the old dungeons to heroic...

Getting a friend to help me out. I managed to get to the Prince okay, but his freezing was just too much for only the one of me... will report if he drops the roses on heroic with my hunter.

Nope, did it on heroic, no drop.

(on subsequent edit) I just ran part of Ahn'Kahet (normal difficulty), and Prince Taldaram is also supposed to be a rose-dropper. No luck. I have to wonder if Blizzard didn't break all the LK bosses dropping roses with 4.0.6.

If anyone is wanting to get this item, I can confirm that in 2014 heroic Lord Godfrey does still drop. I was able to solo the instance on my 90 shaman without any trouble, so if you're wanting these, go get them :)

Does anyone know if you can still get this drop if you are not appropriately leveled? Say for example a level 70 runs through Shadowfang Keep (Normal). Will Godric still have a chance to drop the bouquet?

The four Cata bosses will drop the Букет красных роз in normal or heroic. I'm pretty sure the drop rate is 100% during the event. (and, of course, zero when the event is over) I've farmed several in Stonecore, and never had it fail to drop.

The WotLK bosses will drop Bouquets only in heroic. That is true for the classic instances, you have to do them in WotLK Heroic mode, even though the completion achievement is in the classic section. You won't get a bouquet running normal Deadmines.

Five of the seven WotLK bosses will drop either the Букет красных роз or the Букет черных роз. I believe this is also 100% drop rate of one bouquet during the event. Since only one bouquet drops, either Red or Ebon, the drop rate is split between them. I've only farmed these once, and the Bouquet of Ebon Roses dropped.

In the End Times, two bosses each drop just one of the bouquets; Echo of Jaina drops the Букет красных роз and Echo of Sylvanis drops the Букет черных роз. I don't know if both drop or only one.

The Букет красных роз works all year 'round for the Пригоршня любви, with a five minute cooldown between petal showers. It also works for Заигрывания со страшилищем (Horde), and, presumably, Заигрывания со страшилищем (Alliance). The Букет черных роз does not work for either achievement.

Neither can be used for transmog.

Edit, Feb 21, 2017 - I should add that both bouquets may rarely drop at random from world wide mobs during the event (or at least, used to ...). I've had this happen once, years ago.

I just got this today and it is now Transmogable. I clicked on the off hand under appearances then typed in "ebon" Букет сухоцветов showed up, but if you right click it it will show you the other items you know that share that appearance. Букет черных роз is another appearance. Now they just need to do something about the Маска злобного фумигатора.

Fun was detected. Sadly as of 9.1.5 the old use effect of showering someone with black rose petals no longer exists. The same is true of the red variety.

The new system of making all holiday equipable items have a use effect to learn them also means that for those of us who keep some of them around year-round, clicking to equip them no longer works which is a small annoyance.

They should really just add the rose petal effects as free toys for those who earned the items and finally flag the holiday cosmetics as usable year round for transmog.

As a cosmetic item the use effect on this off-hand is now to learn the appearance. As such the previous use effect, to shower a nearby target with a cascade of black petals, has been transferred to the Мешочек с лепестками черных роз reusable item (that for some reason is not a toy).

If you already know Букет сухоцветов from Draenor, this will not say "Already Known" in red, but you do in fact know the appearance. You can use this item, but you're just learning the name as a display option for transmog source. In either case, this appearance is available for transmog all year long, unlike the Букет красных роз which is only available during Love is in the Air. What I don't know is the appearance's availability if you only learned it only from this bouquet.

This item use to have a really cool effect, that it would make flower petals shower down on a target of your choice. It could be used all year. At some point blizzard removed this effect from this item :(

well in case anyone thought this would be quick and easy it is not.

Easy to kill the bosses but this is an EXTREMELY low drop chance. 1-5% at BEST.

Due to the hourly lockout, this could take realistically 5-10 hours to earn. I would recommend starting this grind ASAP in the event.
