Apparently drops from Time-Lost Proto Drake. 100% drop chance, but with one of the random enchantments (Bandit, Necromancer and those), so no guarantee you get the one you want.

But with Reins of the Time-Lost Proto-Drake as a guaranteed drop, it is it okey anyway. :)

EDIT: Wowhead now does have this information in the "Dropped by"-part. It wasn't there when I made my post. The random enchantments are also ticking in.

Presumably it has all of the different caster enchantments. I've seen it drop as "of the sorcerer" and a friend confirmed that he got "of the seer."

As far as I know regarding that though, I think only 78 blues and up have the item level of at least 184

Should be listed soon on wowhead I had the looter activated while killing the time lost proto and I have submitted my datas right after.

I got my time lost about 3 years ago, and after all this time I've still kept this neck piece to remind me of the horrible time I had... 6 months sitting in the storm peaks that I will never have back... All worth it for that mount. So glad, due to CRZ it's now almost impossible to get :P
