This kind of item is new in Wrath of the Lich King, a Heirloom Item, what is currently known about Heirloom Items(Bind to Account)
Purchasable via dungeon tokens (similar to Badges of Justice)
Can be transferred to characters on your account (ie cannot be traded)
Only transferable to characters on the same realm
Items scale with level (see inset picture)
Scaling will make the item equivalent to a blue item of the characters level
Heirloom armor will transform based on the character who wears it. Therefore, a level 80 plate piece can be worn by a level 1-39 character who wears mail, but gains the ability to wear plate at level 40.

It appears that item stats such as stamina, intellect, attack power, agility etc, are scaled down by a factor of 7 (with fractions rounded down).
So for example, this items stats for a 29 twink will look like:
37 / 7 = 5.25 = 5 agility
64 / 7 = 9.14 = 9 stamina
86 / 7 = 12.2 = 12 Attack Power
I am not sure what happens to resilience rating or if it even applies to twinks.
Armor:

Armor seems to scale down by a factor of 4.8 for leather and 5.2-ish for cloth. I may be wrong on this because of lack of data. So for this item the armor will be:
395 / 4.8 = 82.2 = 82 armor

I would like to hope that the Resilience stat only starts applying, say: post 60. Or else I can see twinked BG's becoming quite a bit more skewered with the characters who have a level 80 Sugar Daddy to purchase one of these for them.

In case you're wondering, like I was, these do indeed stack with rest experience. I can't confirm whether or not the same is true of the xp bonus from the refer-a-friend program.
Killing a level 68 creature at level 70 without the shoulders equipped = 862 xp (x2 while rested)
Killing an identical creature at level 70 with the shoulders equipped = 948 xp (x2 while rested)

I'd recommend these shoulders over the mail and plate ones because they can be used by all of the physical DPS classes: Death Knights, Feral Druids, Hunters, Paladins, Rogues, Enhancement Shaman and Warriors.
Yes, you will be missing out on some armor, and Warriors and Paladins prefer STR over AP, but since the 10% experience bonus is the really important part, a little sub-optimal gearing shouldn't be a big loss.
Finally, I recommend these over the ones bought with Emblems of Heroism since you'll pick up a lot of Stone Keeper's Shards over the course of running heroics, and spending it on these won't 'steal' Emblems for gearing your main (unless of course you're all tapped out on relevant gear for your main).

You can enchant BoA items
with enchants that require ilvl 1 item, or don't have requirements of ilvl
and do not bind item after enchant
(rep/profession-only "soulbounding enchants" cannot be used on BoA items).
Also 10% bonus stack with rested state:
<base xp>*<rested>*<shoulders>
or simply
<base xp>*2,1
Additionaly every Heirloom item will change category with profession, for example you can buy Plate shoulders, and send them to warrior on 30 lvl, shoulders will "change" into Mails, and after reaching 40lvl again into Plate.

Since druid, shammy, and pally all have specs that value melee damage over spell power, I would say that these are arguably the most versatile heirloom shoulders. You can give these to 7 out of 10 classes and they will contribute more than just the XP bonus. While the cloth shoulders can be worn by all 10 classes, their stats will not contribute anything for non-casting classes or spell-light specs, and they're probably a liability. Unless you're dead-set on leveling a clothie next I would say these are a no-brainer for your first heirloom item. Edit: I admit that my opinion is colored by the fact that my main is a clothie and I'm not leveling another one any time soon.

In my opinion, they're better than some of the BoE blues I've seen around, just for the fact that these give you what you need directly, no more searching for something close to what you want, wether it's stam, intellect, a little bit of this and that, I stack on Attack Power and Agility for my Rogue, and stam just helps and comes along. This is perfect for a 39 twink because, like the normal Shoulder items twinks use, they cannot be enchanted, as any of these BoA items can't be either (with anything good).
Edit: The choice for Twinks, as you can Equip
Greater Inscription of the Gladiator
on these. But the issue has been addressed to Game Masters, and it will probably not be around for long.

These can no longer be enchanted with the ZG exalted shoulder enchant, as of last week's (the 20th) patch.
They could, however, be enchanted with Greater Inscription of the Gladiator which instead grants 30 stamina and 15 resilience.
Wether this changed as of today, I don't know. But i'm willing to bet it got stealth nerfed like the ZG enchant did last week.
I was fortunate enough to find out about this and grind a weekend for shards, as I was worried it would get nerfed today.

Yes. You can level an alt with these shoulders. Park that alt in an inn. Mail the shoulders from your alt to your twink and have your twink wear them. When you get tired of pwning people in battlegrounds, you can mail the shoulders from your twink back to your alt to level again.
This item is ACCOUNT bound. It does not bind to a single toon's soul.

These seem better than the PvE equivalent for leveling up.
Nobody uses heirlooms for raiding, so the Hit Rating on the PvE ones will not be all that useful.
And you lose a dozen or so attack power with these, but these have Agility, so you gain Crit, plus a ton of Stamina, which is especially useful for leveling a Feral Druid.

It should also be noted that it seems all of these shoulders add 10% XP
before
rested AND RAF are calculated.
For normal, non-rested, it's 1.1 times XP while wearing these.
For rested XP, it's 2.2 times XP while wearing these.
For RAF, it's 3.3 times XP while wearing these.

While I was logging into my little rogue alt to see all the level requirements on his levelling gear, I noticed that, although he was no longer benefitting from the Greater Inscription of the Gladiator enchant, the experience bonus changed from being 10% more experience from monsters to 10% more experience from monsters

You can use any shoulder-enchant on BoA-shoulders now since the change in the 3.1 patch.
But you need to fit the required lvl to gain the benefit, for example last night i enchanted my
Polished Spaulders of Valor
with the
Scryer shoulder-enchant
and it got on just fine,
but i needed to be lvl70 to gain the extra attackpower and crit.

If my memory isn't deceiving me, I remember heirloom shoulder armor only granted +10% XP from killing mobs. (correct me if I'm wrong)
Now that it also increases your XP from quest also (similar mechanic as in recruit-a-friend XP boost), heirloom shoulder item is a
MUST
for any 80 lving a toon..
No wonder I seem to notice a huge easiness in lvling. (My lock graduated Hellfire Peninsula at mid lvl 65. Even though there was rested XP involved, this is a major upgrade. My main paladin, who went through Instances a lot, graduated Hellfire at about lvl 64)

It is worth noting that these are slightly superior for a Tanking/Bear Druid, while
Stained Shadowcraft Spaulders
are better suited to a DPS/Cat Druid. As a result, I ended up grabbing both for my Feral Druid.

Just a question really, do these heirloom items transfer with your character if you do a paid character transfer to another realm?
I know the transfers supposedly transfer all your items but somehow I'd think if they were going to restrict it it would be on these items for obvious reasons.

As a note here, you could always level two toons with your RAF partner, since you have to spend time waiting.. ie a Rogue and a Druid or anything else that could be stuffed into the leather shoulders. It's definitely still very viable with RAF, all you have to do is play a little when your RAF friend isn't on and you can more then keep two toons up (since if you are RAFing someone it is likely you are fairly experience and already know how to level pretty fast on your own alone)

If you are going to tank as a Feral Druid I would recomend these over the Stained Shadowcraft Spaulders.
Why?
These gives more stamina. More stamina = more health.
They allso gives agility. Agility gives dodge and thats good when tanking.
Resilience is also a plus because it makes you less likely to be critically hit.
However you lose some hit rating, but the Stained Shadowcraft Tunic will give you a fair amount of it for tanking.
