The recipe for this fish can be acquired through the Dalaran Cooking Award. More on the award (from
El's Anglin
):
A new set of daily cooking quests can be found in Dalaran. These start from the cooking trainer, in the inn within your faction's enclave in the city. One quest out from 5 different types will be available each day. Most quests require items to be gathered from within Dalaran, and combined with some cooked meat. At least one of these quests (Mustard Dogs) is not available at low level (74) or low skill (400).
Completing a Dalaran cooking daily quest gives 1 or 2 Dalaran Cooking Awards, plus a Small Spice Bag that contains a few Northern Spices and sometimes another Dalaran Cooking Award, spice, or recipe. Dalaran Cooking Awards are tokens that can be traded with the vendor stood near to the cooking trainer.
Recipes marked "Dalaran Cooking Award" above can be purchased using 3 Dalaran Cooking Awards.
Northern Spices can also be purchased for 1 Dalaran Cooking Award per stack of 10 spices. All the best buff foods require Northern Spices, which (currently) can only be purchased with Awards, and each individual can only gain a limited number of awards each day. In practice, this should restrict the number of times a raiding group can "wipe" (die) fully buffed, each week. It may also make the best buff food exceptionally valuable.
It is likely cooks will need to complete many daily quests just to reach level 450: The best trainable recipes (those for buff foods) "go green" (become unlikely to give a skill-up when cooking) at level 382, and are likely to "go grey" (never give a skill-up) by level 415-420: the final 30-35 points of cooking relies on recipes that require Dalaran Cooking Awards.

Currently the best food for Feral Druids, dps wise.

I would use this as a tankadin. I have yet to find stam food better than 40, and strength = block value as well as AP for threat.

Best food available for tanking paladins, warriors, and druids. The new Spicy Crawdad. Pretty cool item at least... "Dragonfin".

The strength from this food will add 23 BV, whereas Blackened Dragonfin adds nearly 0.8% dodge. The latter is the superior buff food if the tank has enough threat generation.

I would say this is the best food for dps warriors and death knights, provided they have enough hit and a decent crit score from gear. 40 strength will stack with Blessing of Kings, and for Death Knights it will increase the benefit you gain from the Rune of the Fallen Crusader procs (+30% str for 10 sec)

I sold a stack of this for 85g on Stonemaul within a few hours of putting it up. Didn't take too long to farm either.

Fairly good food for a Tanking DK due to the fact that it increases Health and a Parry a bit, but of course there are many other choices depending on what you want at the time!

Many buff foods have matching recipes with different raw materials - one for fishers and one for non-fishers (Warg Tartare and Snapper Extreme, or Tender Shoveltusk Steak and Firecracker Salmon).
Dragonfin Filet is
not
one of these foods. There is no matching recipe to make this without having fish. So prepare to either buy the fish on the auction house or get them yourself.

expertise is pretty much useless for tanks and agility is best for a druid or DK tank but for a tankadin or warrior i would definetly go for this strength food

This is the best ret pally food in the game when you have both Divine Strength and Blessing of Kings. With both you get +101 AP.
If you don't have Blessing of Kings but you do have Divine Strength, you will gain +92 AP. At that point this food is equivalent to a
Fish Feast
, because the +46 SP is worth about as much as +12 AP to you.
If you don't have Divine Strength by the time you reach level 70, then you are a fail ret pally, and no amount of food will help you suck less.

This food buff is great for blood/unholy DK's! Espaically if you have a ghoul + glyph as a unholy DK.

Whether it's the best for Retribution Paladins isn't as certain as it is for Death Knights and Warriors because Retribution does gain benefit from Spell Power you'd get from Fish Feast, even if you don't gear for it. In any case, it's less close than for DKs and Warriors.
This is far from true. Ret paladins don't need to include SP in their choices for stats for gear, gems, enchants, flasks, or well fed buffs because they get AP from SP with the talent
Sheath of Light
. It doesn't need to be considered at any point, because stacking strength not only provides AP but SP as well. Trading SP for AP = stupid for a ret pally.
