Написано что можно распылить. Аддон Enchantrix тоже говорит что можно. Только что попробовал распылить, игра мне не разрешила. Скорее всего близзарды убрали возможность распыления этой триньки.

No longer have to earn honor to purchase the trinket, can not just do this quest once and walk away with it.

This appears to be exactly the same as the vendor-bought trinkets, but saves you 2,805 Honor if you had not obtained one, simply for completing the quest.

Oddly enough, this makes it possible to have two such trinkets.
Having purchased the honor based trinket for the Archimonde battle, I was surprised to find that this one can be had at the same time. The difference in requirements (race versus class) allow them to stack, regardless of the tag Unique. They do, however, share a cooldown, so there isn't really much of a point in keeping both of them.
