One of 2 new cooking recipies added in 2.4 to help players lvl cooking to 300 (250 to 295 to be exact). both of which use the same reagent Bear Flank.

Bear Flanks can be farmed off any lvl 48-56 Bear in Azeroth.

This is a pretty nice "Well Fed" buff for any caster until you can use Blackened Basilisk.
Since the meat for these are only farmable from lvl ~65 mobs in Outland the Bear Burger is an easier option for those without a higher lvl character or those who don't want to spend a lot of gold buying buff food for their low lvl characters.

This is slated to be fixed in 2.4.3:

Juicy Bear Burgers now correctly increase healing as well as spell damage.

Also a decent "well fed" for paly tanks wanting to generate more threat with their Holy spells (i.e. Holy Shield)
