FreecellZlo
Если хотите получить накидку на трансмог ЛЮБОМУ своему персонажу, создайте пробного Дренея-мага 100 уровня, откройте себе портал в Экзодар и пройдите цепочку квестов. Это займет 10 минут времени.

This is a quest reward from The Unwritten Prophecy (
http://www.wowhead.com/?quest=9762
) along with two really nice rings. Although, to get The Unwritten Prophecy you need to talk to the Draenei leader that will stand at the end of the row of people applauding you after turning in Ending Their World (
http://www.wowhead.com/?quest=9759
).

This is the end of a long but fun quest chain, beginning with:
http://www.wowhead.com/?quest=9663
(The Kessel Run)
You don't need to be Draenei or have a specific faction level with them to do this quest chain.
Комментарий от
Alaghoth
According to a GM, any race can do the quest chain leading up to the final one, however the final quest, that actually gives the tabard, is a Draenei only quest.

i think the tabard dosen't go side to side with the name of the cult that is wearing it (Hand of Argus). I think their tabard icon shoud be a hand...of argus.... =)

Is it possible for a level 19 Draenei twink to get this? Or is it 20+

This is a really tight tabard. Most people won't get a tabard until way later on in their leveling (excluding guild tabards of course) so its pretty neat to be able to get this at such a low level. The prequest to earn this reward as well as the ring can easily be soloed. :D

If you're choosing your race based solely on the fact that you get 1 extra tabard... might want to rethink your priorities.

For those that might be wondering, Draenei Death Knights can do the chain to get this tabard (submitted a screenshot)

Contrary to wowhead, as of 3.11, this does NOT count towards the "Represent" achievement. Since i got it on patch day, this may currently be a bug, but i know that i am currently equiping it without the acheivement.

This tabard can be safely destroyed and retrieved through a dialogue option from any tabard vendor.

Now that faction changes are out, I wonder what tabard this one would turn into since the only horde equivalent I can think of is the BE pally one.

Just changed to Night Elf this evening with the race change from Draenei - I currently still have the tabard itself, equipped and all... probably will change, hope not though, it's a nice tabard ! :)

Just an FYI, I was draenei originally then faction changed to tauren then back to draenei and found I did not have this tabard in my bags. However, visiting the tabard vendor in Dalaran gives you a dialogue option 'I've lost my Tabard of the Hand' that gives you one. Not sure if this is for all faction changes or just ones that were originally draenei though.

A nice low level set
to go with this Tabard, for the new Vindicator RPer.
Edit:
This one
also looks nice.

I just faction changed and chose Draenei so I just did this with my 80 pally to get the tabard. The end of the chain, where everyone is kneeling and Prophet Velen greets you, is really amazing. I was listening to the "Throne Room" music from Star Wars while slow-walking past everyone for extra feeling.

I just faction changed from Dranei to Bloodelf, and i can still get the tabard, from the vendor.

Despite the other quests in the chain becoming available to all alliance races, this item's rewarding quest is still Draenei-only.

I completed the chain on my Draenei priest and have the tabard. I recently race changed to Night Elf and was able to keep it and equip/un-equip/re-equip it. I submitted a S.S.

So why doesn't this tabard have a giant red hand on it... Isn't this The Tabard of Manos?

Will be converted to
Гильдейская гербовая накидка
if you change faction.
I faction changed from Draenei to Blood Elf. Idk what happens if you faction change back to Draenei, but I guess GM would be able to restore the tabard.

If you can't pick up What We Know (the starting quest for this tabard) from Vindicator Aeseom, try accepting and abandoning any quest from someone at Blood Watch.
I went to pick up What We Know and Vindicator Aeseom had no quests for me. My Draenei was originally a Tauren, so I hadn't done any quests on Bloodmyst. Once I accepted and abandoned a quest from Exarch Admetius (though I suspect any random quest would do) suddenly Aeseom had the quest for me. Just follow the quests onwards and you'll soon have a fine tabard of your very own (if you're a Draenei). This is the entire quest line:
What We Know
What We Don't Know
Vindicator's Rest
Clearing the Way
Ending Their World
The Unwritten Prophecy
(which you pick up from and hand in to Prophet Velen back at the Exodar)

If you race change from another race
to
a Draenei, can you then get this tabard?

In 7.0.3 with the implementation of the Wardrobe feature, the following things have occurred with the Tabard of the Hand:
1) If you are not a Draenei, it will not appear as an option on the Tabard tab of the wardrobe.
2) In addition, if you have the Tabard on a non-Draenei character (due to race change), you will no longer be able to equip the Tabard.
3) If your non-Draenei character is wearing the Tabard of the Hand when the 7.0.3 patch arrives, they are still able to keep wearing it, however, if removed it can't be put back on. (This was tested via character copy to the PTR)
I've addressed my concerns with these restrictions to Blizzard, if anything changes I'll update this comment.
With the latest update
, you are now able to both wear and transmog to the Tabard of the Hand on any Alliance toon.

Still my favorite tabard after all these years. I always use it on my Draenei DK. The weird orange shapes were always a bit confusing to me, but I think I've figured out the symbol. It kind of looks like a Naaru.

I just finished this quest on a Draenei Priest and was able to mog it on to my Gnome Hunter on the Legion Prepatch 7.0.3. I did
this questline
(all 4 quests) then did
these 2 quests
. Took around 20 minutes but most of that was travel and one of the NPC's not showing up for some reason.

For anyone who wants this tabard for their appearances collection but doesn't have a Draenei, here is the fastest (as far as I know) way to get your hands on this tabard. Should take about 15 minutes from start to finish.
Create a new Draenei and select the Class Trial option to get straight to level 100. Choose a mage to save a few minutes.
You will spawn on an airship. Use your garrison hearthstone from your bags straight away.
In your garrison go to your mage tower and take the portal to Stormshield. If you made a mage make a portal to Exodar and go to step 8.
In Stormshield find the portal that takes you to Stormwind.
Once in Stormwind, fly over to the Hero's call board and take the quest "The Legion returns".
Fly over to the docks and talk to the npc that can complete your quest but tell him you'd like to skip the quest.
This will teleport you to new Dalaran, go to the Alliance portal room and take the portal to Stormwind. Head left in the SW portal room and take the portal to Exodar
Leave Exodar and talk to the flight master to buy a flight to Blood Watch.
Go to the innkeeper (Caregiver Topher Loaal) and set your hearthstone here.
Find Vindicator Aesom and accept his quest "What we know...".
Talk to Exarch Admetius closeby to finish the quest and accept his new quest "What we don't know...".
Talk to prisoners just down the hill in the cage and after that return to Exarch Admetius.
Accept the quest "Vindicator's Rest".
Walk west for about a minute to find Vindicator Corin to complete the quest.
Accept the quest "Clearing the Way" and walk south-west to find the mobs that you need for the quest.
Return to Vindicator Corin to turn in your quest.
Speak to Demolitionist Legoso next to Corin and accept "Ending Their World".
Follow him and protect him during the quest.
Once the quest is completed use your hearthstone to get back to Blood Watch.
Turn in your quest at Exarch Admetius and then turn around, heading out of his building.
Just outside Exarch Admetius' building you will find Prophet Velen waiting for you with the tabard.
