if the stamina stacks with all other stamina buffs and the buff stays even after you remove the neck, this could be a nice endgame item.

Surprisingly popular amongst melee DPS classes. Its better than a Barbaric Iron Collar even without the Use function, which seems to be intended to make it more attractive for tanking classes.
Or maybe its supposed to be an extra buff a rogue can put on a tank before a potentially sticky pull?

it does not persist through death
the cooldown is about 1 second
it does not trigger the global cooldown
