So, a few words about this cape.
The proc rate on Немыслимая сила isn't great. On most fights it procs once, on bosses with constant damage maybe 2 times - so a total uptime of 8/16 s for a 4 minute fight.
Moreso, the buff is received generally in the middle of the fight and, if ever, at the end - so it's not really possible to line with other buffs/cooldowns.

The downside is the fact that this cloak does not have stamina.
Is it worth it to sacrifice 1000+ stamina on a similar ilvl cloak for that buff?
Not really.

But the cool thing is, unknown etity whispers to you whenever you gain stacks. Here are the quotes that I've seen :

I will elevate you above all others. It's what you deserve.

I alone see your struggle. I alone hear your pain.
They cannot hear me. Is that not proof enough of your significance?
You aren't like the others. You are... special.

Interestingly enough, despite this cloak sharing the same apperance with the mythic priest cloak, it doesn't count apparently ( despite the collections saying so).

The buff stacks also from hunter's pet taking damage, but as it wont steal stats from pets, only players, the proc consist then only of the highest of your stats part.
Also, dying clears the buff building stacks.
