The benefit from mastery part seems like a small detail, but its absolutely huge. at normal levels of gear, eg overall ilvl same as this staff which is 398, a properly itemised devastation evoker will have 80-90% mastery, and way more with elemental lariat and primal ritual shell procs. that means the tooltip damage is just about doubled at max value, which is what makes the use worth.
Otherwise, the fact that it has a cast time and THEN it begins a channeling, along with the fact that it has 0 synergy with the rest of your rotation (it doesnt generate charged blast stacks, it doesnt reduce fire breath and eternity surge cooldowns through feed the flames and casuality respectively, it doesnt proc essence bursts), would probably mean its not worth pressing. The fact that it neither generates nor consumes essence burst means you probably want to press this outside of dragonrage, but definitely at high hp levels because of the mastery benefit.

This is pure theorycrafting, but most things point toward this being a lower priority than empowers on pull. its PROBABLY best to first put up your dot with a rank 1 fire breath, both to start fishing for burnout procs asap and to buff the following burst with 5% more crit from (2) tier bonus and a chance for bloodlust from (4) tier bonus, then follow up with rank 1 eternity surge for another chance at bloodlust, and then press this with a guaranteed 5% extra crit and a chance for 30% extra haste to make the cast and channel times more bearable. Unless of course the numbers on this are just so huge its best to get it on cooldown as soon as possible. althought with a 3 min cooldown its very unlikely those 2 extra globals will grant an extra use.
As far as using this mid-fight is concerned, im not sure whether its worth using during dragonrage. Dragonrage is a self-fueling engine, giving you guaranteed essence burst procs, which reduce the cooldowns on your empowers when consumed, and those empowers extending the duration of your dragonrage to triple or sometimes even more the original duration. During this vicious cycle of dragonrage, its extremely hard to squeeze this in, because the total time spent casting and then channeling is DREADFULLY long. there's no squeezing this anywhere, even with bloodlust, because its such a huge time commitment. it is GUARANTEED to not only cost you the time actually spent casting and channeling it, but also one full cycle of empowers dragonrage extension, which is 12 sec. Maybe the numbers on this are just so huge that deal is actually worth it, but i have a hard time seeing this being the case, and definitely not in anything other than pure single target.

Small note that probably won't matter too much: I found out today you can get locked out of arcane casting if silenced while channeling this.

Remember to use it with Dragonrage if the target isn't full hp.

I am throwing together a loose model of where folks won theirs *If they won it from the Vault*

Anybody who recalls any of the following information please let me know!

A) How many tiers they had completed that week - along with the highest difficulty they completed the tier requirements under (ie: Normal-RaidFinder-Heroic-Mythic)
B) How many tabs they had unlocked per tier (Raid/Mythic/PVP)
C) Which tab they won their Kharnalex & its ilvl

One thing that triggers me is I don't see the damage numbers popping off, but my recount/the game does record that it does like 70k+ of arcane damage per tick on my fresh evoker.

It's not ninja looting as its evoker only bud, any evoker can roll on it and should - its BiS for both Dev and Pres

About this item's 'use' ability and its synergy with Dragonrage, does anyone know if the staff "snapshots" the Dragonrage buff when it starts channeling (i.e. it still retains maximum Mastery boost even if DR ends while channeling) or if DR should still be up as it finishes channeling to get the maximum benefit?
