As of this moment, it shows in-game as +40 Haste.

As a JC this is the only gem worth making as it seems that haste is wanted by most classes. You will probably lose money crafting anything else. Keep making even when green, it turns grey at 145. It is possible just to buy Owlseye from the AH and make these for profit.

In case you want to fiddle with simming haste gems in your current gear set up versus what you are using since stat priorities can fluctuate A LOT for classes with very few thresholds to shoot for.
