I learned this at level 265 Leatherworking skill. It lasted me up until level 295 Leatherworking. It's absolutely great.
If you can't manage to sell them for a good price, they Disenchant into good stuff. Currently on my server, each one costs about 1 gold and 80 silver to create. I can Disenchant for a medium of 3 gold each.

Even in TBC, these are an excellent use for any spare rugged leather you might have. Craft these and have someone disenchant them, and sell the mats. Worth a fortune. I crafted easily a hundred of these back at 60 with all the leather I got from running UBRS and ZG.
