Предсказатель Нобундо is a Шаман trainer in The Exodar. As a very famous Shaman, and a former Draenei Vindicator, there is a lot of lore behind this character (even speaking to the NPC in-game will reveal a large part of his story).

There is a short story released by Blizzard centered around Nobundo here. As well, WoWWiki fleshes out his lore (Further reading).

Of note, the Alliance Tier 9 sets were named after him.

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from Изумрудный Кошмар is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)
It should be nearly impossible to get a duplicate legendary item. (Source: Legion Summit Dev Interview, Video | Text Summary)
Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

All legendary bonus effects are passive "Equip" effects (there are no "Use" effects on these items)
All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

Just got these on my Resto Shaman during Normal EN last night. I can say without a doubt that these are BiS for resto. One thing I have started doing is actually adding in HS to my rotation after I CH OR I will CH and then cast a bunch of quick heals and "save" the buffed HS for when I need it as the buff does not have a timer and does not falloff until you use a HS. All in all I have seen a massive improvement in my throughput and HPS and am very happy with these.

I got this today, and I can confirm that this legendary is very competitive for bank alt spec.

If you want to use it in combat... not so much. The effect is garbage, and the item is garbage- it's my first Resto spec legendary and it's going straight into the bank. I'm very sorry for you if you, like me, got this piece of trash when you could have gotten something good instead.

I just got this from Nythendra in LFR. Didn't even know I had it until after the raid, had to look through the item loot logs to see where I got it. So... Yeah, Nythendra drop?

This legendary is really underrated. Цепное исцеление builds are strong as heck, but have weaker spot/tank healing, because they get fewer Приливные волны and tend to be short on mana already from casting chain heal. With this item, you can afford to work in Исцеляющий всплеск after basically every chain heal. After 5 chain heal + surge combos you've saved yourself 110k mana, and even used less mana than casting Волна исцеления on average.

Solid choice when you've gone full chain heal and don't trust anyone to spot heal for you. So, great for the pug player, in both mythic+ and raids.
