I predict a swift and merciless nerf. Even as a random drop, in the current form this is extremely overpowered. At the very least it's gonna have to get a "once procced it can't affect x player for x minutes" clause.
This is likely going to see future Nerfs from the beyond. Likely a huge cooldown, or a tone down ressurection.

Much stronger for fire and frost than arcane for mages, as their instants are a regular part of their rotation, and letting them cast while moving helps them to proc more instants. Whereas arcane only wants to use barrage while conserving, and none of their other instants are used in the normal rotation if they even count (AE, Slow, Blink, Displacement). For aoe, arcane only uses instants, so the only point that would help is if transitioning from aoe to single target as the pack dies down.
It's not overpowered. It depends on multiple factors : proc chance, content (pve, pvp, type of boss), class/spec and more.
On a SP PvE player point of view, I don't feel like it's reliable item for a moving fight, unless it's a multiple target fight. Let's say the proc chance is around 4% (wich is a lot) you might use this proc around 2 or 3 time in a hole fight, depending on your class/spec. SP will not benefit it a lot, since they have

This is one of the shared legendaries coming in Legion. Most of the new legendary drops will be class specific, while these select "shared" legendaries will be usable by multiple classes. Keep in mind that only legendaries your class can use will drop for you.

This dropped from an emissary cache for me the other day. As a destro warlock this was quite a nice thing to get, not the best legendary but has certainly helped.
A few things about it. I have had back to back procs where I've gone proc -> chaos bolt -> conflag and procced off the conflag. It seems to have either no internal cooldown or a very small internal cooldown.
It procs of of Life Tap, and can proc off of Havoc (useful for single target fights if you have to move and have nothing else to press)
Standing still and casting a spell consumes the buff.
I think it's a solid legendary, but you can't rely heavily on it. Careful management of instant casts helps with making it proc when you need it though.
Right now this is realy good for Affliction since your channeled filler spells like Drain Soul wont consume the buff. You can just channel again and again till the buff runs out. Might work with mindflay on priest too. I cant tell but i assume it will act the same. For other specs like destruction i think its pretty much useless, since your talents are nearly at 1 sec cast time with right talents and it will consume the buff instantly once it proccs... thats like 1-2 meter distance. And it probably wont proc when you need it.
I would like to see a change to it where it will give you a buff like Spiritwalker's Grace
Would balance different specs much better. Maybe something like 5-6 second on use. With 1-2 min cd would be fine.
Easily the worst legendary available to fire mages at the time of this posting. Ice Floes does the exact same thing, but better, and is replaced by no PvE worthy talents. A lot of people say the
is the worst, but at least it has crit and a socket for even more crit. These feet are the only legendary available for fire mages that don't have critical strike on them, which is your most important stat by far, followed by intellect.
If you're unlucky enough to have this be your first legendary then it will serve no purpose other than being a stat stick and padding for your ilvl. Currently during 7.0.3 its ilvl is 895, and honestly I'd rather wear an 860+ set of feet with a decent critical strike roll on them.
as a Holy Priest, these make Divine Hymn castable while moving. Suck it, Resto Droods!
Norgannon's Foresight - Your instant spells have a chance to make your next non-instant spell castable while moving. Fire Mages already have a high amount of mobility, so unless a fight requires near-constant movement, this is not a good item.

Since nobody actually posted any kind of guide on how this legendary works, here's my experience, despite me not liking the effect.

Just got this Legendary from a Dragons of Nightmare Heroic kill... as a mage i was pretty bummed cause its the worst Legendary for fire but i realized something that helped me improve my Farm speed once i started farming with these on. Whenever u get a proc of this Legendary out of combat it will count a Mount as a Cast... so i got a proc from Ice Barrier or Blink then mounted while moving... This greatly improved my farming speed so letting u all know so u can get your hands on this if u want easy and faster farm time :D
This sounds like a really good item for Destruction Warlocks during raiding. The ability to get off a free Chaos Bolt to avoid a damage mechanic would significantly improve DPS.
Really wish this whould have been a ring/neck/cloak so non cloth casters also could use this awesome proc
Not sure if an intentional secret, or a bug, but if you have the buff on and you shadow meld you can move without breaking the stealth as long as the buff lasts. My jaw dropped when I accidentally started running around stealthed with my priest.
A simple Weak Aura to make it easier to see when it procs. This is updated for the changes in 7.1.5.
As Rispetto said, when I got this on my Fire Mage, my heart sunk into the abyss. However, the next moment I realized I could use it for Frost off-spec. Frost has a metric ton of instant-casts, which will proc the special effect of this legendary item fairly often. Besides, Haste is the best stat for Frost mage and these boots have plenty. The biggest problem is still the randomness: it doesn't always proc when you need to move.
When Rispetto wrote his comment, Frost was the absolute underdog among mage specs and had no reason whatsoever to play in PvE, while Fire was pretty good at everything. Since then, Blizzard has drastically buffed Frost Mage, and now it ranks very high in single-target simulation. Therefore, if you're a fellow mage and got one of these, don't panic!
Night Elves can move while in Shadowmeld since its implemented as a hidden channel spell.
Proc rate appears to be between 8% - 13%
I calculated over 27 tries of Helya Mythic progression (Instants cast to Foresight procs ratio), the numbers differed after a couple of tries so more data is required to get a more accurate number, will update after I test it some more.
P.S. Included Surge of Light procs as instant casts as they are being consumed 100% of the time.
The proc has the same icon as Nightwell Arcanum (The Arcway / CoS 2-set for mages). Weak auras posted in a comment below is useful. You only need to change player class to mage, if you are a mage.

Anyone able to tell if the new 7.1.5 version has an internal cooldown?
With the 7.1.5 patch, this is no longer a random and completely unreliable buff, but a guaranteed one that you can actually plan on using efficiently. The old one had a 15 seconds duration but would be consumed at the first cast even if you didn't move, so you couldn't even save it for the right spell at the right time. This new buff lasts forever and only fades when you actually start moving, with or without casting a spell. This is by far better.
However, there's one thing that sadden me. One little thing. It doesn't allow you to move while casting your mount anymore. Now I know it has never been the intended use, and wasn't even that useful, but it was fun. I would jump off cliffs before mounting up mid-fall just because I could.
Yesterday, just the day before the patch, my
blew up just after a fight. As I was launched into the sky, I realised that instead of waiting for the parachute to put me back on the ground, I could just mount up and go. So that's what I did.
I jumped on my flying mount while already in the air, propelled upward at high speed by a faulty goblin mechanism.
That was by far the coolest move I've ever done in that game. I'm really glad I could experience it, but also sad to see it go forever.
I made a tell me when string to track the boots in 7.1.5. It will show you how long you have been standing still, and has an activation aura when you gain the buff, then once you move it will show you the duration remaining on the buff.

Now has a new visual indicating when you gain its ability to cast while moving. Now has an additional 617 Critical Strike (@ ilvl 940) as a third bonus secondary stat.
This was my 2nd legendary since around January. I have this thing so much it's incredible. I just now gotten a 3rd legendary and unequipped this piece of varren feces.
I am a casual player, so the stat thing didn't really bother me. However in dungeons or raids, it f*cks up my rotation every time it procs. I accidentally start casting another pyro (after the instant proc) and I want to move a tiny bit to cancel the casting, and of course this piece of sh*t has procced and it continues casting.
F*ck this legendary and everything it represents. What saddens me is that I can't vendor it for 70 something gold, to have some actual use out of it, other than the ilv increase in pvp.

tonight i got this for doing the 4 world quests in stormheim. it was the reward. it came out as 970. sorry i dont have more info on it i was too excited.
Oh boy do I have a fun story regarding this PoS legendary.
So I got this today on my Frost Mage as his first legendary.
I never would have thought in a million years that getting a legendary would be one of my worst experiences playing this game.
First off, this was also my first (and also so far only) legendary for my priest, so I've been playing quite some time with this. I can say that 95% of the time I don't get any beneficial use for this buff. The 5% that I actually realise the buff is active while I'm casting and need to move I get maybe a 0.5% increase in dps, yay.
But it was so much worse than simply getting the legendary again on my mage.
I had been doing world quests and other content a lot on my mage trying to get my first legendary. I was holding off buying anything from the veiled argunite vendor because I didn't want to have bought something and then instantly get a legendary on the same slot. After the reset I went to do the greater invasion and to my great surprise and delight I got a 955 titanforged gear. They were Boots. I guess you know where this is going now.
So anyway I went on my merry way and finished the rest of the weeklies getting the 50 Pristine Argunite and the 3 invasion points. Literally something like 30 minutes after getting the 955 boots I get to the last invasion boss and it drops... Norgannon's Foresight
Shame you can't delete legendaries from your inventory.
