What is it good for?

Raiding - gives you one of your three bonus rolls per week for free, and gives you the chance to gear up faster with better quest rewards.

Followers - Work Orders give you items that increase follower item level, which unlock more missions

Transmog - allows you to collect armor scraps to build sets

Level 1 blueprints all become available to you when your Garrison reaches Tier 2.

Level 2 Blueprints for Large buildings: Reach level 100 or complete the Награнд Outpost quests. Blueprints cost or free if you have Подробное руководство по созданию аванпоста, which you get on completing your Outpost quest chains.

Level 3 blueprints unlock when you are level 100 and have completed Заполняя ряды. The blueprint costs

Level 3 blueprints are account-wide. Once you unlock one on a character, it’s available to all characters on your account.

What does it offer?

Level 1: Doubles the chance for your quest rewards to get a rare or epic Bonus Upgrade. Allows the collection of armor scraps from the orc clans of Draenor for armor transmogrification use (guard transmog).

Level 2: Opens up work orders for follower weapons and armor in exchange for garrison resources. Also, new armor transmogrification items unlock (orc transmog).

Level 3: Grants 1 of your 3 seals of tempered fate (raid bonus loot roll) at no cost each week.

So I've got a weird issue with this. I had it, scrapped it, deleted the Battered Iron Horde Helm and such items, kept scraps. Now that I have it again (and have had it back for 2 weeks) I can't seem to loot them again. Anyone experienced anything similar? I've just made a ticket, and will post the reply I get here. But if anyone else has had this issue, an answer would be helpful! Thanks

Over time this building seems to lose it's value, at least to me it does and here's why:

1. I have all the transmog items I want.

2. All 25 of my followers (aside from the ones working in buildings) are around 645 item level, plus I have salvage yard which helps a lot with this.

3. As far as the Seals of Tempered Fate go, I keep up on my apexis dailies more or less, so I always buy the first 2 with apexis crystals. I do still use the free for the third, but if I stop doing work orders on this building, I'm sure I'll save more than 300 resoruces from no longer keeping those work orders rolling within a week's time.
***(quick math shows: 168 hours (7 days) divided by 3 hours (a work order) = 56 work orders within a week, costing (56 WO x 20 resources) = a grand total of 1120 Garrison Resources per week if my math is right.

4. My resource supply is sufficient to easily handle the 300 hit. I use the Lunarfall Inn, and have gotten many followers with the Scavenger trait, which increases the garrison resource rewards from missions. All it takes is 1 to 3 missions and you're good to go with using 300 for a seal. I once got around 1200 resources from a single mission using 2 followers with Scavenger. (Keeping up on Trading Post work orders or the Lumber mill would also work here).

So to conclude, I would say you could replace this building if:
you got all the transmog you want.
all your good followers are well geared and you have salvage yard (all your toons should have this IMO)
You keep up on your apexis dailies (or honor points I guess) and either Lumber mill / Trading Post work orders / have lots of followers with Scavenger.

Honestly, I only immediately took this building for the free seal, but that was before I fully understood how the entire garrison works.

Does raising this building from level 2 to 3 provide any bonus to work order results?

For those of us who PvP and don't raid, there is no use for Seals of Tempered Fate; Conquest gear is higher item level than LFR or world bosses. Even if that wasn't the case, there's little else to do with Honor than buy Seals with it.

If a level 3 upgrade doesn't provide a bonus to work order results, why upgrade this building?

My work order person disappears occasionally. Any one else have the same problem?

My War Bunker seems to be a bit bugged. I switched to Stables for a couple weeks to do the achievements and have just rebuilt it to level 3 again.
However when I destroyed it it had a full set of work orders and now that it's rebuilt for some reason it's got a timer of 2 days till it will complete just one work order. I'm hoping it will fix itself after that and go back to the normal 4 hour per order.
I even tried buying the auto-complete for 5 orders but it didn't fix the timer.

Anyone else have this after rebuilding the bunker?

I can confirm that if you send one of the stormwind / orgrimmar guard set pieces over to the other faction it will change and become the correct one. so you can buy the alliance guard set, send it over to your horde char and it will become the horde set.

Sidenote:
it's still lvl 90 gear, so you can send it to alts but you can only transmog it with lvl 90 chars and up

By waiting longer do you increase your chance of getting higher rewards? I find the longer I wait to access the stockpile the more often I receive armor enhancements and rare enhancements.

My followers are all max out at 675, will this building reward different things in patch 6.2? I don't need anymore follower armor or weapon upgrades so I'm not sure what to do with the surplus.

Does anyone know if this will change in 6.2 in regards to the bonus rolls, since we will be using a different currency for the bonus rolls in HFC.

Does this stuff transfer to all characters through the Appearance system? Say, if I bought the leather stuff on a Shaman, would my Rogue have it in his collection?

With the change to cosmetic items, the Bunker items seem to be a bit weird: they are cosmetic, but weapon and armor proficiency apply. I can't learn leather stuff on my mage for example, yet buying an item I can learn will consume it as with other cosmetic items. Tl;dr, you'll now need to build a bunker on all armor types to get all four sets (luckily for me, I had all except for the bracers which I'm getting now).

After you get all sets, the Bunker is not as useful anymore: seals are HFC exclusive; as it's legacy content you'll get most spoils from one raid quite quickly, and the third can be bought for a relatively cheap 2000 Apexis regardless. Gearing followers is considerably pointless with most high end missions being obsolete. Better to go with the Barracks (five extra followers for quantity), Mage Tower (portals if you're farming stuff) or Stables (mount speed in general).
