In the lastest Cataclysm patch notes. Cat swipe still has no cooldown.
I don't know what I think about the change, I'm so torn...
When I started tanking it was annoying that it was causing less threat than other classes AoE threat abilities, but once I caught up gearwise that's wasn't a problem any more. It's an instant cast, no cooldown, spammable ability that is perfect for waves and when moving -- exactly the moments when I hated playing a warrior or paladin. It made the class unique to me, while now it will just be generic tank class #3.
And yeah, Glyph of Maul? Mandatory.

They're trying to make AoE tanking more difficult for all of the classes. Consecration will have a 30 second cooldown, for example.

But after the 30th time of doing that same dungeon, most of you that think its great as well will be wishing for steamrolling when you are 20 tokens short of your next tier.
Unless there will be no more emblem drops that correspond with current raid tier gear, as they have now. Blizz might go back to BC, when heroics were used to gear for KZ and nothing more. Or, they could use another system all together for getting alts up to par with your main.
PS, I like raid progression. I think that all new raiders should have to progress through raids. Blizz could have a system that allows alts of high tier raiders to be geared quickly, but if you're new, then you should start at the basics.

We just didn't like the direction we were heading where every tank had an ability to guarantee that incoming adds would head right for them, and every tank had an ability to do reflective damage that had literally no decision or skill on the part of the tank to employ.
Use your Consecrates, Shockwaves, Swipes and Death and Decay when they would have the most impact, not on cooldown. Get adds to stick to you because you use abilities at the right time, not because once a mob hits you, you generate free threat.
In other words: learn to play.
I remember countless fights on my warrior where I would curse the cooldown on thunder clap. Streaming adds is a hell.

I'll reserve judgement untill they are done tweaking, but so far I'm very ambivalent. On pure trash-pulls, we really don't have anything other then swipe that's worth using; so they better fill out or toolbox some here. Heck, when leveling you only have Swipe+FFF +Mangle all on a 6 sec CD now, leaving you a free GCD every cycle of your rotation.
On the other hand, I would welcome a change that results in more of a "4444" rotation similar to the Paladin's "96969" rotation, where you weave in the abilities you need. Maybe having swipe put a bleed on all targets or something else to help you keep agro without having to tab-through.
I'm pretty sure that even with the renewed focus on CC, there will be occasional AoE fests, especially for those that run older content. Crippling tanks in these situation is not going to be fun for anyone.

Trash got a 6 second cooldown, Swipe got a 6 second cooldown. In between? Demoralizing Roar if they up its threat significantly, and probably single target abilities (mangle, maul, ff, lacerate).
I'm sure it will be fine and interesting in the beginning when you have to consider cc and can't just aoe everything down. But 2 content patches in you will overgear the instances again and then I bet cc will get thrown under the bus and we will have the ol' aoe mindless grinding. THAT'S when we will miss our old swipe.
