In terms of potions;
I suppose it may be up to you on how to use health potions. In-game they always seem to be drunk by characters, but pouring them on the wound seems to make more sense.
As for mana potions, I think they might be liquid mana. When drunk they infuse the mage or other caster with a burst of magical energy. This is just speculation, though.

With potions, I generally treat them pretty much exactly as they are in-game. For my writing at least (I don't RP in-game, but I know people who do), potions are drank (drunk?), and health potions simply accelerate the body's own natural healing processes to extremely fast speeds. Health potions, in my RP at least, will help heal a broken bone, but not a lost limb (unless you're a troll). Of course, you have to imagine diminishing returns from the potions as well, so you can't just instantly heal everything. The first potion will help, the second potion will help a little less, and so on. Theoretically, there would be a point where you could keep chugging potion and they would begin to have no effect at all. Mana potions are the same, but they restore the body's natural mana pool.

Sanguine means "relating to blood, especially in color," so it's no surprise.
Also, in regards to that Varian KYL, they mention again a vote on the fate of the orcs, and I still can't find any more source to that beyond the BtDP manual, which, iirc, didn't really go into detail on the voting process.
I'm at school, so I can't check the manual right now, but if anyone (I'm looking at you, Adams... :P) has a source, I would appreciate a quotation.
Edit: I found the quotation, and I was right about it being vague:
For long months the forces of the Alliance worked to seek out the renegade Orcs that had gone into hiding after the fall of the Dark Portal. The Blackrock, Dragonmaw, and Black Tooth Grin clans were captured by the Alliance and herded into guarded reserves and prison camps. While the leaders of the Alliance argued over what was to be done with them, Orgrim Doomhammer, the Warchief of the Horde, was placed under arrest and kept as an honored prisoner under care of King Terenas of Lordaeron. Some members of the Alliance pleaded that the Orcs should be exterminated like animals, while other opted for a sentence of life imprisonment.
Having discussed the obvious benefits of a treaty with Doomhammer, King Terenas fervently hoped that the Orcs could be kept pacified long enough to eventually lose their lust for conquest. Thoras Trollbane of Stromgarde and Genn Greymane of Gilneas both disagreed vehemently with Terenas, resolving that the Orcs were too great a threat to be left alive. After months of debate and frustration, both leaders withdrew the support of their nations from the Alliance. Azeroth alone stood fast in its commitment to the Alliance. Even with the dynamic young Varien Wrynn seated upon Azeroth's throne, the distance between the kingdoms of Azeroth and Lordaeron made their union a hollow one.
That doesn't mention a vote at all. It seems that the story of Varian's deciding vote about the fate of the orcs ended up being mostly fanon. I mean, it's quite possible that Varian supported Terenas (or at least, didn't disagree enough to withdraw his nation's support), but he would not appear to have had a deciding vote. It doesn't seem there was a vote at all, though I'm open to correction.

Not saying there's any surprise, just saying it's kind of a stupid name.
One could say it's a "bloody" stupid name.
I regret nothing!

I think it was in Beyond the Dark Portal (novel). I'll edit later if it was or not.

It's in both; in the Beyond the Dark Portal novel, about discussing what was going to happen, and in the RPG books about the history of Stormwind.
