Use a conduit to phase dive and teleport to the Lunnal River conduit (south-west of the Oasis).

Go west and kill some of those : Enraged Slateback Shade.

Summing up what others commented:

Step 1: Use the Oasis conduit at /way 75.87, 33.14. Enter phase diving, and then use it to travel to the Lunnall River conduit /way 63.67, 42.03.
Step 2: Do NOT leave phase diving. Walk or ride west, a little further than you think, to kill Enraged Slateback Shade - the horse things, not the bird things.

Honestly have no idea why i can't use either conduits. I've tried to /reload, abandon quest. Still can't use the conduit.

If you are unable to use the conduit, make sure you have;

-Your Reshii Wraps activated by the NPC Hashim, from the quest A Skip Through the Void. He's located on the flightpath Overlook Zo'Shuul in K'aresh.
-Completed the questline Diving Into Phase Diving by the NPC next to him, Shad'anis. Both of these quest's exclamation marks are in a large pink triangle on the map and won't even take a minute to complete.

This has worked for me as I was stuck for 2 days. Hope this helps for you too!

Description

I have been working on the Oasis console and I believe I am ready for the next step. It will involve destruction, so naturally I thought of you. I need you to use a phase conduit to shift into the Untethered Space of K'aresh and retrieve the essence of the ghostly slatebacks. I will explain more when you return.
