Quest is bugged. Does not allow to abandon. Relogging didn't fix. Ended up exiting the game completely and the quest was gone from log. Ran the script and it says it's completed now.

Randomly went back to Dorn and realized this quest which was bugged previously now showed that it had not been completed.

Went back to K'aresh and it stayed uncompleted, however it only gave two options:

Test Hips
Test Ailaya

Once I tested them it gave me the option to test Bakishroth, at which point I was finally able to turn the quest in.

A bit funky for a small-time indie company like Blizz... but hey, it's at least a work around until they get off their collective behinds.

If you can't find the NPCs, they are up on the roofs and you can fly up to them.

Looks like they must be interacted with in order: Hips, Riftwalker and then Bakishroth

So, that quest can be marked as completed from the start. But to actually be able to turn it in, you still need to go to all three locations in order and interact with the NPCs. Just that you aren't getting any pointers to where they are.

My quest bugged out on me and immediately completed, but I couldn't turn it in. I was able to abandon the quest and pick it back up. Quest immediately completed again. I did find Bakishroth is at 45.02, 62.93 but was unable to talk to him with the quest seemingly completed already. I logged out and back in right next to the quest giver. Quest this time returned to normal status with Hips and Ailaya needing to be talked to.

For those that want to try to talk to the NPCs but the quest marker isn't updating because the quest is saying it's completed:
Riftwalker Ailaya is at 31.75, 44.25.
Hips is at 51.87, 38.03.
Both are outside and easy to fly to.
I then returned to Bakishroth as directed by the quest. He's the demon in the purple/pink bubble who is also easy to fly to.
I was then able to complete the quest as normal.

So if your quest bugs out, try accepting the quest, logging out, log back in, and then see if the steps to talk to Ailaya and Hips return to 0/1.
Sorry. Don't know how to do the /way point command for WoWhead.

Ok, this was very difficult. I think its a bit buggy, but here's what I did.

I did the whole quest the first time. I couldn't find the quest giver to turn it in. I checked the bar, the rooftops, I checked everywhere. Then I came here and read the comments. One person said they abandoned and relogged to find it was complete. No such luck for me. I did that, but the quest was available again. So I went back to the questgiver again. I made a mark on my map where the bar was so I would make sure not to get lost in this stupid city, and away I went. Gave everyone their drink and boom, there was my dude.

Yeah, its a bit buggy, but abandoning, logging out, logging in, and finishing the quest again fixed it.

Description

You will find the volunteers lounging on the high terraces of the city. Tazavesh has many such comfortable areas for visitors like yourself.
