The pact choices are weekly and you will be able to change your pacts later on, so don't worry too much when choosing the pacts.

Why are there no guides about this stuff? I can't remember an expansion in the past where I could find so little information about the systems of the expansion.

1. Go to each of the marked circles on the minimap and talk to the npcs .
2. To actually choose a pact: After talking to each of the faction reps, you go back to Y'tekhi at /way 55.4, 41.3 and talk to him.

It does look like each pact has a recolored spider mount that will be purchasable from the Severed Threads quartermaster, Yamas the Provider. As previous comments mention, you can change this weekly.

There are three options, and initially at least, The Vizier gives the best rewards for gearing up and purchasing items (10% or 20% bonus to Kej currency collection).

The Vizier (Executor Nizrek)
Unstable Concoction Unstable Concoction – The Vizier has gifted you with a bag of unlabled test potions to use with undue prejudice on your foes throughout Azj-Kahet.
Weekly Bonus:
Vizier's Savvy: Increases Kej gain by 10%.
Vizier's Supremacy: Increases Kej gain by 20%.

The Weaver (Widow Arak'nai)
Woven Cocoon – Weave a cocoon around yourself which can web attackers.
Weekly Bonus:
World Buff: Weaver's Tutelage: When your Pact is with the Weaver, Professions Crafting and Gathering speed increased by 15%.
World Buff: Weaver's Prodigy: When your Pact is with the Weaver, Professions Crafting and Gathering speed increased by 30%.

The General (Anub'azal)
Heavy Ordnance – Arcane damage to all nearby enemies, knocks back, denotation, and additional damage.
Weekly Bonus:
World Buff: General's Phalanx: When an attack would cause you to die, absorb the attack and become immune to all damage for 10 sec.
General's Bulwark: When an attack would cause you to die, absorb the attack and become immune to all damage for 10 sec (upgraded).

But if what you want to know is who's the BEST... ? Choose whatever you prefer, you can't go wrong.

However, here's a swift résumé :

Profession Focus: If you’re focused on crafting and gathering, Weaver’s pact is ideal due to the significant boosts to profession speeds.

Combat Oriented Gameplay: For those focusing on combat, The General’s pact offers potent abilities and defensive buffs.

Resource Gathering: If you need more Kej or want to maximize your resource gains, the Vizier’s pact is the way to go.

So does anyone know if the benefits from any of these 3 different pacts work inside instances? Or is all of it just world buffs / benefits? I'm assuming they are just for open world and not for use inside dungeons, etc.

I've reached Renown 3, but Widow Arak'nai isn't offering me this quest. Is there a prerequisite not listed here?

If you cannot choose a pact, such as if the choices are greyed out, it may be because the choices are warband-wide, and an alt has already chosen for your warband for this week. That is certainly the case for me this week.

Description

The Severed Threads is ready for you and your allies. You will be a lit torch to Ansurek's webs. The General, the Vizier, and, myself, the Weaver, each have differing methods of combating our foes... and different benefits of aiding our accomplices. You may prefer to prioritize one, or perhaps to dabble with all three instead. Meet with our representatives, and inform yourself on our varying practices. Then you may forge your first Pact. Don't worry, little morsel, no choice is ever permanent.
