Quest is nowhere to be found. Thought we were all able to participate in the event even without buying TWW?

Talk to Ellanoir, Duryllin, and Juddson Rakes near /way 63.81 51.07. Speak to them repeatedly until Juddson has a dialogue.
At 48% go find Herrkrop's body.
Herrkrop's body is at /way 66.23 40.61, Use the Torch of Pyrreth toy to uncover it.
A boat will come in, and Athalton Jones will jump out. Talk to him.
Then speak to everyone else on the beach, including Scrapes who is sitting on a box.
Once you are at 96% go back to Althalton and tell him you know who it is. Tell him it is Scrapes.

It seems that level 20 free to play players can't get this quest, even if it shows level 10 as requirement.
This is a big disappointment for me.
You cannot get the following quests and therefore neither the achievements nor the Bronze Celebration Token rewards.

At 48% Go to the shack on the beach at 66:40, Open your Toy Box and use the 'Torch of Pyrteth' this will activate the pile of sand and show the body!

Having bought TWW but without active subscription, I still found it unavailable for veteran (20 lvl) chars...

It appears this quest has a hidden level 30 requirement, as do all "local story" quests Alyx offers. (Does not apply to tutorial "Lost and Busy" quest chain which is available at lower levels.)

I encountered this after realizing that my main could see all quests, but my level 23 alt could not see any of them, even after finishing the tutorial. As soon as he leveled to 30, he immediately saw them all. I just rechecked on a different level 22 alt and again, he could not see any, so if this was a mistake it doesn't seem to have been fixed yet.

While this is a shame for free players, do note that The War Within is not a requirement - I haven't purchased the expansion.

(Could be interesting to see if the quest could be shared with a level 20 while in a party, and if not, if there is an error message.)

There definitely seems to be a bug with this quest. Even with an active sub, TWW, a character at max level, having completed the correct previous quest, being at the correct coordinates with the NPC, and disabling all addons, the quest can't even be seen, let alone accepted.

Hopefully that isn't the case for the rest of you but just a heads up.

If you are starting on this quest and you are not seeing alyx in tanaris its because she has been moved to dorongal. but none the less even when you go there , she wont be giving you a quest because this quests falls under the catagory of "secrets of azeroth".... so you need to start with this quest

Quest is still visible on Tanaris map for characters who did not finished that quest during 20th Aniversary event.

Edit:

We got 11.1.5 patch and that quest is still on the map.
