Mereldar Child is the Mysterious Child mentioned in the Hallowfall Arathi Renown 22 Perk. Unfortunately, she seems to require some quest progress to be available, I only saw her on a character who did all campaign & story quests. As soon as you enter Mereldar, she will run towards your character (similar to other "annoying" Messenger NPCs we had in the past) and follow you until you accept her breadcrumb quest Whispers from the Web which will send you to Ct'nak in Azj-Kahet.

A Flame in the Dark will then send you into the The Underkeep Delve to collect 8x Unidentified Tinderbox and 1x Aelric's Corrupted Tinderbox (this one was in the treasure room for me).
When you're done, leave the Delve, return to Ct'nak to turn in the quest, accept Absolute Power, follow Ct'nak into the building, and eventually return to Mereldar with the Aelric's Corrupted Tinderbox.
Meet Raen Dawncavalyr at the forge, turn in your quest, and accept A Great Responsibility to receive your 597 Champion 1/8 Necklace Darkened Tinderbox

You need to have completed both of the previous necklace quests for this quest to show up.
