If you get stuck on this quest and the drills glitch where clicking on them consumes the fuel in your inventory but doesn't charge the drills, disable all addons and restart the game. This should fix the issue. Once you have confirmed that the fuel is being accepted again, you can turn back on your addons.

The reason it says gathering the fuel is optional, if you're grouped, your party can also refuel the drills! I recommend using the group finder in the area, it cuts this quest time in half or more!

To complete this quest:

Kill mobs in the area and rescue Emergency Militia
Loot Radiant Fuel Shard (15 minute timer, use 3 to convert to Crystal) and Radiant Fuel Crystal
You need a total of 15 Crystals between your group
Bring them to /way The Ringing Deeps 68.10 52.06 Drills & Portal
Click on all 3 drills x 5 each to refuel
Click on portal in the same location
Kill Droghung in the cave

I hope this helps! There are many rares that spawn in this area, another great reason to group!

Massive time sink if just in normal gear. Avoid it like the plague. Mobs have 8million health and you need to kill tons of them. I blew all my cds to get one at 558 item level and i got 1/5 for one cannon when three cannone are needed to be fixed So blow all CD's and do that 15 times in addition to wating for your CD to reset. This will take 45 min or more since you have to wait on CD's. Massive time sink for a solo player and not worth the time.

Please, for the love of all that is holy. Do NOT be a jerk and steal peoples fuel crystals if they are already killing something. I had several Alliance players stealing my fuel crystals for 30 mins. this morning.

Tip to make it go faster: Start by killing the fog beasts. They drop spheres, click on them for large damage / stat buffs. Still, quite slow compared to some of the other assignments.

This is by far the worst Special Assignment in this expansion. I don't know why they randomly chose to make this one hell on earth, but my advice is to just avoid it. The big guy you have to kill at the end has a 10 second fear by the way. Thanks, Blizzard, we *hate* it.

And then there's the last boss - Droghung with almost 17k hp. I'll just nap here until someone shows up to help. I hope. (Luckily, I only waited about 5 minutes.)

NOTE: if you are having trouble unlocking this quest, as I did, I discovered some reasons why and what I did to solve it.
As a hunter: LW and skinner, I hang around (hover in the air on Steady flight mode when I log out that is) at the Shadowvein Point flight point so as to on logging in, go drop a Supreme Beast Lure to summon Slatefang for skinning to get the Superb Beast Fang daily. This is what I believe got me to a point of being unable to unlock all 3 world quests to get access to the Special Assignment: Shadows Below.

On Tuesday, reset day, I had 4 world quests available in the Ringing Deeps, but for some reason, after finishing the second one, leaving me with only one world quest in the Ringing Deeps to do to unlock the special assignment, it would not unlock. I also did the fourth available WQ and no, it still would not unlock.
The next day, Wednesday, another WQ available in the Ringing Deeps, I tried it, and it too did not make the Special Assignment unlock. I submitted a bug report, but obviously would not expect a response. This day I had also logged in while hovering above Shadowvein flight point so as to go for the fang again. I figured that there must be some issue with logging in to the zone each day and left to go camp in the capital city, Dornogal.

Third try, Thursday, I had camped out in Dornogal instead. I took the taxi down to Gundargaz, did the "You Go Take Candle" world quest, this one unlocked the special assignment for my toon.

Oddly I have 6 other toons that had no issues unlocking it (even on on another account) and all of them were not in the Ringing Deeps when they logged into the game.
I'll let CS know about this issue, but for those who may have difficulties in unlocking it, this solution may prove helpful to you.

Not noticed before 11.2 but seems if mobs drop more than 1 Radiant Fuel Crystal (or indeed the mini-events) and you are on 14/15 already, then you will be unable to loot any at all and will either have to find an earthen or make the final one from 3 shards.

Alternatively, of course, hand some in and drop the quantity in your inventory.

How to finish this was not even clear to me and this page wasn't super helpful. Collecting fuel is the way you complete the quest, even though it says optional.

Kill the elites that will give you either: 1) radiant fuel shards or 2) radiant fuel crystals (rarely). Turn 3 shards into a crystal.

You need 5 crystals per gun that is marked on your map to turn them on or whatever, so 15 total. Honestly, at this point, it isn't a terrible grind.

Once you add crystals to all three guns, it will open a portal to the boss.

Kill boss, get prizes.
