Just did the event here is what I found.

1) Quest (weekly?/daily?) doesn't need to be done in a specific soup event. I had 3 of 5 actions compete from prior day (monday to a tuesday), and completed after doing 2 actions.

2) Event says to talk to Big Kinook, but you can't. Periodically your SPECIAL ACTION BUTTON will appear, you click, you get credit towards your 5 actions and also 25 REP. You keep getting the random actions regardless of whether you are on quest or not.

3) at the end (was legendary soup), baddie appeared, I got a 363 waist, 50 rep, random reagents, Dragon Isle Supplies.

So dont worry if you can't interact, with the Big K, it still works. Just be sure to tag that BOSS at the end, it dies fast!

Once you have at least level 3 renown with Iskaara Tuskarr to unlock the Community Feast event you can start working on the other achievement, Soupervisor, that awards the title with the same name, Soupervisor <Name>. This achievement can be completed over the course of ~5 Community Feasts, since the event lasts for 15 minutes and the internal cooldown on "Yes chef!" is between about 30 to 45 seconds from what I've seen, thereby enabling ~20 tasks per Community Feast event, if you're there from the very beginning.

Also, just a side note, you do NOT have to press the "Yes chef!" button for this to count. As a matter of fact, you don't have to do anything at all as long as there's other people willing to do the work. Just be close and AFK and it will count towards the progress. I AFKd intentionally through stirring just to see if it counts and it does.

You need 3 renown with the Iskaara Tuskarr on at least 1 character for any of your characters to be able to participate.
It happens every ~~3 hours~~ patched to be every 1.5 hours and lasts 15 minutes. Check the front page of Wowhead for the timer or get one of the weak auras that tracks it ingame. For example: https://wago.io/RsQlgCLks (Not mine, credits to the author)
It takes place at /way 13.6, 48.6 in The Azure Span. It's at the giant fish hook icon where the tuskarr hang out, where there's a big pot of soup and a tuskarr chef stirring it.
How do you know you're in the event? It should show up on your objective tracker, looking similar to a scenario or dungeon objective, with a big header and the objective saying to wait for Big Kinook's orders.
You can receive loot once per week. The loot will scale based on your item level, up to 385. The loot is also NOT specific to your class. I received an agility trinket on my warlock.
Edit: There are 2 sources of loot: There is a little tuskarr kid (Pleeqi) next to the soup pot that gives the quest Community Feast which rewards a cache, and the final "boss" mob that you kill for the event will also drop loot.
Note that Pleeqi's quest requires you to do 5 tasks, which you will see one at a time in your objective tracker. It can take a while to get a new task, but remember your quest progress carries over through feasts. Don't worry about the people putting down target dummies to try to obscure the 'tenderize morsel' or 'tough carp' etc. target. You get credit for that task even without hitting it.

If you're having issues getting the 5 tasks done just try and show up a couple minutes late. I seem to have issues if I get there before Pleeqi pops the quest. I've done it on at least 10 different characters straight now finishing with at least 5 minutes to spare.

I was able to get 60 reputation for doing this event a second time (maybe it was from the boss at the end?)

There you are, <name>! The soup's on! You better hurry up and get to Iskaara. Big Kinook has been looking for you. One time he told me to get a slimy, icky spinefish for the soup and I didn't want to, so I yelled: "No, chef!" He was so mad I thought he was going to throw me in the soup!
