As of right now, there are two quest chains you'll need to complete before you have access to everything for this quest.

To get access to the quest itself you'll need to complete the campaign quest chain Wrathion's Gambit, ~~and perhaps all the way to A Purpose Restored. I didn't check for Vazallia between the two chains,~~. I checked with another character, and she'll be there after Wrathion's Gambit, but before you do this she will not be at The Hissing Grotto /way #2022 20.14, 39.54 Vazallia

Keep in mind she does turn into a dragon and fly around the grotto, and according to Lazey; "She's doing a 240sec cycle, 105sec human form for quest, 135sec not available while flying around."

Before she'll offer the quest, you need to speak with her and select the dialogue prompt; "What are you doing here?" She'll reply something along the lines of; "Whatever I please." Then the quest will become available from her.

Before you do any quests, two of the drinks are available for you to pick up:

Once you pick up the quest, three of the drinks will be available without any extra steps:

For Whirlwind Wine there are three steps:
1. Purchase Kul Tiran Red from Kora Fullsails at The Obsidian Bulwark
2. Fly to the Skytop Observatory, then head over to the Restless Wetlands for some air elementals around /way #2022 76.32, 47.33 Rampaging Wind
3. Throw the Kul Tiran Red at one of the Rampaging Wind, and it will spit out Whirlwind Wine directly into your bag, so make sure you have room!

For the final drink, Flameslinger Rum you will need to complete a short, multi-quest chain. The Worldbreaker chain will start with Ingot's quests: Punching Up & A Cultist's Misgivings

Ingot can be found at /way #2022 39.44, 48.30 Ingot

Once you complete the chain, Dealer Vexil will be inside the cave and to the left of where you killed Cygenoth for The Shadow of His Wings

Once you get all the items, head back to Vazallia at The Hissing Grotto. When you turn it in you get gold, xp if you're still leveling, and Spyragos will appear in your bag.

A Dragon's Day Off is a hidden side quest. You can reveal it by talking to Vazallia The Waking Shores at 20.18 39.58.

Ask her <<What are you doing here?>> to reveal the quest. If Vazallia is not here you need to wait until she gets back from patrolling.
All drinks can be found across The Waking Shores, you don't need to travel to other zones to collect them.
There is a cute pet you will be awarded with for completing this quest - Spyragos

Spyragos Is a reward from a Hidden sidequest in the Waking Shores called A Dragon's Day Off

To gain access to the quest you'll need to complete the campaign in the waking shores, up to Wrathion's Gambit. Once you've done this, you can pick up the quest from Vazallia at the Hissing Grotto.

She sometimes turn into a dragon and fly around the grotto, where you can't pickup the quest, just wait till she's back at the cave in human form, should be around 2 minutes at max.

To be offered the quest, speak to her and ask her what she's doing. She'll reply "Anything I want" and offer the quest.

Before you do any quests, two of the 6 drinks, you'll need for the quest, are available for you to pick up:

For the Whirlwind Wine there are three steps:
1. Purchase Kul Tiran Red from Kora Fullsails at /way 43.0 67.4
2. head to /way 76.32, 47.33 and find a Rampaging Wind mob
3. Throw the Kul Tiran Red at one of the Rampaging Wind, and it will spit out Whirlwind Wine into your bag, so make sure you have room, or you'll have to do it again.

For the final drink, Flameslinger Rum you will need to complete a side-quest chain called The Worldbreaker chain. You can start the chain at Ingot /way 39.44, 48.30 Ingot

Once you complete the chain, Dealer Vexil will be inside the cave and to the left of where you've been in the questchain

A Dragon's Day Off is located in The Waking Shores on the shore west of Obsidian Citadel
To start the quest ask Vazallia "What are you doing here?"
She's patrolling the area in her dragon form so it may take some time for her to come down

If you have already completed The Shadow of His Wings, which you most likely have, Dealer Vexil will not be friendly anymore and you will be unable to buy the Flamesligner Rum.

In addition to completing Ingot's questline, you will need a Worldbreaker Membership to speak with Dealer Vexil.
You can find a membership in Twilight Caches obtained by exchanging a Restored Obsidian Key with Igys the Believer.

If you can't find Vazallia in the grotto you have to wait a few minutes because she's often taking flight rounds above the area in her dragon form.

As a bit of a heads up DO NOT DRINK THE RIPTIDE BREW.

I drank mine thinking I could get another one from the keg sitting there, but I could not get another one!

It seems they take about an hour or so to 'refill'.

For those of you who wander about not being able to pick up a quest from Ingot, you don't have to. You can buy the Flameslinger rum from Dealer Vexil if you have a Worldbreaker Membership which can be obtained from a ... voucher (Worldbreaker Membership). The voucher can be obtained from the Obsidian Cache given as a quest reward if you deliver your Restored Obsidian Keys to Igys the Believer. The voucher gives you a buff that lasts for 2 days and being a member you gain access to whatever Vexil has to offer for sale.
I'm sorry I don't know how to make all these links so you will have to copy/paste.

When you give Restored Obsidian Key to Igys the Believer the strongbox may contain a membership (it took me 4 keys so YMMV).

A strange membership, temporary titles and secret pets

A strange membership or temporary title is a sign that you have access to a secret quest line — for a short time. In the Waking Shores, watch for:

Worldbreaker Membership. This item unlocks a secret quest, A Dragon's Day Off, that rewards the whelpling Spyragos. The Membership is a random drop from chests awarded by Igys the Believer for Restored Obsidian Keys. See Steps 4 and 5.
A Dragon's Day Off requires you to buy or find 7 drinks in The Waking Shores. One drink, Flameslinger Rum, is sold only by Dealer Vexil. Dealer Vexil is located in a cave in The Waking Shores (34.8, 46.6). He's hostile. See Step 2 for quests that let you interact with Dealer Vexil for a short period of time.

"Worldbreaker" title. Activating the Worldbreaker Membership gives you the temporary "Worldbreaker" title. While you have the title, Primalists will drop Magmotes. This special currency lets you buy the mount Slumbering Worldsnail Shell for 1000 Magmotes from Dealer Vexil. You can also buy a Worldbreaker Membership to have on hand when your "Worldbreaker" title expires for 20 Magmotes. As long as the "Worldbreaker" title is active, you can also buy Flameslinger Rum and Honey Snack (for gold).

Honorary Dryad title. The title unlocks your ability to interact with a Primal Bear Cub in The Azure Span near the Thaldrazsus border (67.6, 18.60). Feed it one piece of Honey Snack and three Hornswog Hunks and you receive a Snowclaw Cub The Honey Snack can be bought from Dealer Vexil and the Hornswog Hunk can be farmed. Both items can be bought on the Auction House.

Getting Spyragos
1	Pick a character that that is eligible to do Allegiance to One at the Obsidian Citadel. If the character is eligible, you'll see a yellow question mark on the zone map over the Obsidian Citadel. (This is an outdoor quest, not a dungeon.) This character will need to farm the Primalists surrounding the Citadel. The Primalists drop Key Fragments and Key Framing. You'll need a lot. Thanks to IzaIllia who pointed out that you must finish Allegiance to One and Keys of Loyalty, before you start working toward A Dragon's Day Off. IzaIllia says, Be sure that you have finished your weekly quest with either Wrathion or Sabellian. After that quest is complete, Igys will get a blue question mark above his head. Who is Igys the Believer? Igys the Believer is a dragonkin who spawns once you have completed Allegiance to One and Keys of Loyalty. Igys the Believer will ask for Restored Obsidian Keys and reward you with chests that may contain Worldbreaker Membership. The blue question mark means Igys the Believer is up daily, for the rest of the week. Location: coordinates 32.5, 52.4. The location is to the right of the Obsidian Citadel past a lava waterfall. See screenshot. Nearby is the dragon Doventhal the Chosen who offers a weekly quest, Same as the Old Boss. Once you turn it in, Dealer Vexil will once again be neutral for a short time.
2	Do I have to complete the optional side storyline: “In the Shadow of His Wings” to get A Dragon's Day Off? No, it's not necessary. There are 3 quests that will let you interact with Dealer Vexil for a short time and buy Flameslinger Rum for a few gold. 1)	Complete the Optional four quest storyline: “In the Shadow of His Wings”. After you complete the final quest, The Shadow of His Wings, Dealer Vexil will be neutral for a short time.
After you complete Allegiance to One and Keys of Loyalty in the Obsidian Citadel area you have more options:
2)	*Best* The dragon Doventhal the Chosen will offer the weekly quest, Same as the Old Boss. After you complete the quest, Dealer Vexil will be neutral for a short time.
3)	The dragonkin Igys the Believer will reward you with a treasure cache for each Restored Obsidian Key you provide. Eventually, a cache will drop a Worldbreaker Membership. The Worldbreaker Membership gives you access to A Dragon's Day Off, but it does not let you buy from Dealer Vexil. Activating the Worldbreaker Membership gives you a two-day "Worldbreaker" title. You may buy from Dealer Vexil while the title is active. If you die, you lose the title. While you have the title, Primalists will drop Magmotes. This special currency lets you buy the mount Slumbering Worldsnail Shell, a backup Membership and other items.

How to check for completion of the storyline quests

Open the Achievement tab > Quests > Dragonflight.
At the top of the screen select: All, Completed or Not Completed.
Scroll down to Sojourner of the Waking Shores and check for “In the Shadow of His Wings”.

OR

Check for the completion of the quests in the storyline: “In the Shadow of His Wings”.

Punching Up: In the Chat box type,

I did the storyline, "In the Shadow of His Wings" a while ago, but I didn't buy Flameslinger Rum / I drank it / I can't find it... and now
Dealer Vexil is hostile. What to do?

Once you've complete the weekly Allegiance to One and Keys of Loyalty, you'll get a quest from Doventhal the Chosen called Same as the Old Boss. The dragon is located just past the Obsidian Citadel (32.0, 52.20), near Igys the Believer. See screenshot. Turn in the quest, then return to the cave. Dealer Vexil will be neutral for a short time.
Buy:

Flameslinger Rum required to acquire the whelpling Spyragos
Honey Snack required to acquire the pet Snowclaw Cub

If you log out, Dealer Vexil be hostile again.

If you'd like to do the storyline, “In the Shadow of his Wings”, go see whelpling Ingot (39.4, 48.20). He gives the first quest Punching Up.
See Mypciscraze’s post on the "Shadow of His Wings" storyline. The final quest provides you with an immediate, temporary opportunity to buy from Dealer Vexil.

The final quest in the storyline is also called The Shadow of His Wings. After you kill your target, Cygenoth, go over to Dealer Vexil and immediately buy:

Honey Snack required to acquire the pet Snowclaw Cub

Farm Primalists
The primalist mobs drop Key Fragments and Key Framings. You’ll need a lot of these.

Thanks to ChipWhitehouse who points out that where you combine mats determines whether you generate a Greater Obsidian Key or a Restored Obsidian Key.

ChipWhitehouse posts:
WARNING! Do NOT combine Key Fragments outside of the quest area! It will only make you Restored Obsidian Key. I needed a Greater Obsidian Key for Greater Obsidian Key and now I have to farm 30 more fragments cause I'm dumb. Don't make the same mistake I did if you need a Greater Obsidian Key.

Wrathion and Sabellian want a Greater Obsidian Key. Make it in front of the one you're working for this week. Make only one Greater Obsidian Key. He'll ask for another. Ignore the request.
Igys the Believer wants a Restored Obsidian Key. Make it in front of him. He'll want another and another. Oblige him.
Both types of keys require the same number of mats to assemble one key: 30 Key Fragments and 3 Key Framings.

The dragon Doventhal the Chosen and dragonkin Igys the Believer

Both spawn near each other once you've completed Allegiance to One and Keys of Loyalty. You won't see the quest markers on the zone map and they may be hard to spot. Look to the right of the Obsidian Citadel above the Primalist mobs on the rocks. Coordinates: Igys the Believer spawns at 32.2, 52.4. Doventhal the Chosen spawns nearby at 32.0, 52.2.

Doventhal the Chosen offers the weekly quest, Same as the Old Boss.

If you bought Flameslinger Rum from Dealer Vexil in the past, you can skip this quest. Check to see if it's in your bags.
Otherwise, do this quest first before you interact with Igys the Believer. Follow a path up a short rise and then downhill. Your target, Vyzos the Prophet is in the second cave. Descend into the cave and look for a ramp on the right. Turn in the quest and return to the cave. Dealer Vexil will be neutral for a short time.

Buy:

Flameslinger Rum required to acquire the whelpling Spyragos
Honey Snack required to acquire the pet Snowclaw Cub

Igys the Believer asks for a Restored Obsidian Key.

Igys the Believer has a blue question mark over his head so you interact with him for the rest of the week. That helps if you need to farm more Primalists.

Create a Restored Obsidian Key in front of him. (It's fine if you've already created keys.) Igys the Believer will give you a chest. It's either a Twilight Cache or Twilight Strongbox. Either one could contain a Worldbreaker Membership. He will continue to ask for a key and reward you with a chest. It may take 4 to 10 chests to get the membership.

When you find the Worldbreaker Membership in the chest, you have access to the secret quest, A Dragon's Day Off. You don't have to generate a Worldbreaker title (by clicking on the Worldbreaker Membership icon) to do A Dragon's Day Off. (I still have an unactivated membership.)

Go to the west coast of The Waking Shores (20.2, 39.6) and wait for quest giver Vazallia.

After a while a dragon will land and Vazallia, the dragon, will turn into her blood elf form. If you don’t see a yellow quest marker, interact and ask her what she is doing there. It’s Vazallia's day off and she’d like you to bring some liquid refreshment.

You'll see a list of the drinks on your screen. Click on the quest name, A Dragon's Day Off to see the map. You'll see Vazallia's location and dots showing the location of some of the drinks.

Caution:
Only travel on your own dragon.
You cannot buy any of the drinks at the Auction House! You must find them. A list of drinks appears on the screen.
Don't consume any of the drinks.
Don't die if you've activated the "Worldbreaker" title.

What about the "Worldbreaker" title?

After you have Spyragos pick a time to activate the "Worldbreaker" title. Just click on the Worldbreaker Membership in your inventory. The title lasts only two days. If you die, you lose the title and can no longer buy from Dealer Vexil. So, as soon as you activate the "Worldbreaker" title, go see Dealer Vexil and buy a spare Worldbreaker Membership for 20 Magmotes. Dealer Vexil sells a Membership only to those with an active "Worldbreaker" title. You'll probably have enough money because the Twilight Caches and Twilight Strongbox contain Magmotes.

Once you activate the "Worldbreaker" title, Primalists will drop Magmotes. This special currency lets you buy the mount Slumbering Worldsnail Shell for 1000 Magmotes and other items from Dealer Vexil.
Farming Magmotes

Detamble describes the best way to farm Magmotes:

A low stress method is to join one of the large raid groups farming the elemental storms, when there is a storm in the citadel area of waking shores. This is going on constantly right now, just search "storm" in group finder. A dedicated group or 2x4 is probably faster but this is very chill and low stress. The magmotes drop in raid group no problem.

To ferment the wine further, travel to the area of the Wingrest Embassy and locate a Rampaging Wind elemental in the area of 74.8, 43.5. There are many and anyone will do. (I threw bottles of Kul Tiran Red at a lot of these elementals.) Toss the bottle at a Rampaging Wind and it will be thrown back to you as Whirlwind Wine everytime.
Popfizz Punch	bottle on shipwreck	39.4, 38.2	The shipwreck is off the west coast of The Waking Shores. The waypoint is marked in the water on the Wowhead map for A Dragon's Day Off. The shipwreck is above water and the green bottle is easy to spot.
Riptide Brew	keg in a cave	63.0, 79.8	The keg is found in a cave along the river between The Waking Shores and Thaldrazsus. It's marked on the Wowhead map for A Dragon's Day Off. Just be aware that Lago the Drowned is protecting his brew. No problem.

It's on the top platform of the tree house, so fly up. Hotkey a Goblin Glider Kit. If you fall and die, you may lose the Worldbreaker title.
Stealthy Elven Port	Outfitter Tipech	25.6, 55.0.	According to Wowhead, Stealthy Elven Port is sold by two vendors. Outfitter Tipech is a tauren located at the end of a high floor in the Obsidian Citadel. This is a safe location and is close to Vazallia.
Provisioner Ojito	34.4, 61.2	Provisioner Ojito is a Vulpin located near the island in lava river.

At 39,48 is where you meet Ingot. 34,46 is Dealer Vexil.

There are two at 43,67: Happy Trigger Sour and Kul Tiran Red. Throw the Kul Tiran Red at a Rampaging Wind elemental around 76,43. For some reason, doing this grants 250 rep with Wrathion, but only the first time.
