I had to rezone completely after going back to ord. After that I was able to turn in. ALso the quest does seem to count level 56+

For some reason, it doesn't show where to hand this in on the map, you need to speak to Zo'Sorg who is standing in the middle platform in Oribos, next to where it says "The Enclave" on the map.

An important note is that unlike the BfA version of Against Overwhelming Odds, the SL version does not provide ANY increase to character power at this moment. In BfA, Alliance players received Conquest (To work towards your next Conquest piece as well as the weekly chest), a piece of gear on par with Normal raiding gear, and a fairly large boost to Azerite.

In SL, this quest currently ONLY provides Anima - Unlike in previous expansions in which Azerite or Artifact power increased your characters power, Anima is predominately used for vanity purposes (Mounts, pets, and transmog) with only a small amount of character power available through the Adventure Table (Which is largely self-sufficient in terms of Anima cost).

Hopefully Blizzard will update Against Overwhelming Odds to include a large amount of Conquest as well as potentially additional gear, but in it's current form it is not worth struggling with.

If you're doing this quest for the Anima, note that Anima from World Quests benefits from the Warmode bonus, despite not stating this in the tooltip - you receive an amount of Resonance of Conflict equivalent to 10%/30% of the Anima the direct reward yields.

tldr: if you're farming Anima, rather do World Quests, less stress.

This quest is only available when Enlisted (the buff you get for turning War Mode on) is 20% or higher.
The minimum you get is 10% but it goes above 10% when your faction was outnumbered over the course of the preceding week, up to a maximum of 30%.

This quest was marked obsolete by Blizzard and cannot be obtained or completed.

Slay 25 Level 60 Horde anywhere within the Shadowlands.

Description

Your eternal enemy, the Horde, grow in strength and number throughout the Shadowlands. Will you and your comrades simply roll over and yield to their might? No, I expect not. It seems that not even death has quelled your thirst for battle. If you succeed in cutting down your foes, despite the odds, I will reward you handsomely.
