Fish in the pond at 69, 62. The minimap doesn't exactly mark the area, but keep fishing there. Bloodthroated Groupers aren't 100% drop rate, so it may take a while.

FYI- you need to be level 35 in fishing before the quest shows on your map :)

In order to do the fishing WQ, a SL fishing skill of 25 is required. This can be from +fishing skill items. However, without the items equipped, the WQ does not show on the map - go figure...

Heaps of trouble getting this quest to activate today. Fishing was 13 but had on rod, hat and boots to get quest to show on main map. Quest didn't activate when I rode up. Fished until my level was 30 getting no quest items, ran away, ran back to pond, still didn't work, logged out/back in, still didn't work, fished my way to 60 with no quest items, ran away, back, still no luck, logged out and back in, finally activated, starting getting drops and got all 5 fish within 10 casts.

After fishing up the five required fish, the quest failed to complete for me. Running away and back, reloading UI, fishing more - nothing fixed it. However, running up the hill and relogging instantly completed the quest for me. Very odd. I was in a group (party, not raid) with someone else doing the quest, but otherwise can't think of a reason why it wouldn't complete without the relog.

It took me 16 casts to get all 5. I went from fishing level 75 to 81. I wonder if the number of casts is less if you have a higher fishing level?

Even though my evoker was at 16 Shadowlands fishing, this WQ displayed on the map. I had no luck with this quest on my evoker, went from 16 in Shadowlands fishing to 100 without landing even one Bloodthroated Grouper. However, I did get a lot of empty casts without the "fish got away" notice I used to see in vanilla. My guess is that the loot table for SL fishing has some gaps for evokers.

EDIT: Having noted the bug on my evoker before 10.2 went live, after 10.2 dropped, I waited for the quest to reappear and took my Tauren guardian druid to Revendreth to see if this bug was limited to evokers or more extensive.

I spent 30 minutes fishing at the small pond immediately beneath the World Quest marker. During that time, my druid went from 1 SL fishing skill to 99 SL fishing skill. What I had in result was:

49 x casts resulting in no loot
36 x Lost Sole
24 x Spinefin Piranha
2 x Elysian Thade
9 x Partially Eaten Fish
8 x Broken Fishing Poles
7 x Old Gloves
5 x Lost Earrings
4 x Rusty Chains
4 x Oribobbers
3 x Shroudd Cloth Bandages
1 x Lost Sole Bait

My working assumption is that the casts resuting in no loot were those that should have contained the missing Bloodthroated Grouper.

I then tried on my Belf hunter main (200 SL fishing and has done this WQ multiple times in the past), and unsurprisingly saw very similar results in terms of many cast having no loot and no Bloodthroated Grouper. Apparently the loot table is broken for this quest.

Ironically, the casts resulting no loot still generate fishing skill points.
