You get The Forgotten Key from Warden Arkoban (first torghast tower final boss).

After complete this quest you will acess to Runecarver Quests.
After complete Runecaver Quests you will be able to loot legendary recipes.

I've found the door, I have the key, however when I click on the door all I get is a box saying "What's this?"... almost as if I didn't have the key at all?

I'm not sure if it's just a workaround or if it's the proper way to do it, but I left Torghast, dropped Baine off at Oribos then talked to Ve'nari at his usual spot. Seemed to work!

You can complete this quest after you've completed the campaign quest The Search for Baine (which takes place in Torghast). You leave with Baine and are stuck in the main hall with a key that doesn't appear to fit the lock in the antechamber with the big question mark hovering over it.

If you exit Torghast through the door and head back to Ve'nari at Ve'nari's Refuge, there will be the following dialog option available when you interact (above the merchant option):

(Quest) This was carried by one of the Jailer's more powerful guards. Do you know what it does?

If you have NOT taken Baine back and completed that quest, Ve'nari tells you:

I do, and I shall tell you after you see to it that your friend there is in Oribos.

Come back to me once he is safe.

Once you complete the other quest and head back to Ve'nari in The Maw, the dialog response is more helpful (and the lock inside the antechamber will be more accepting).

(I looked into this based on TophatGhost's comment (here) and would have had run around aimlessly for a lot longer without that input.

GO STRAIGHT AHEAD!
When you come up the steps to leave, the door with the question mark over it is to the left.
You want to be going straight ahead, to leave.

If you turned towards that door with the question mark, and now facing it, do a 180 and
TURN LEFT!

The exit is what you want and it appears as two doors, slightly ajar, with the words (when you hover over the doors) "Exit Torghast".

EDIT:
It's when you continue the quest-line, then go back into Torghast (an orange question mark will be on your minimap, over the portal to it), that you'll see the question mark on the door as orange and you'll meet someone important on the other side.

I present Torghast doring that Storyline you Will reache The Forgotten One. Full Storyline have 9 quests. After This Storyline You will get Quest The Final Pieces.

To complete the 2nd step of this quest "Find a Domination Lock...", first take the Torghast portal behind Ve'nari. Then go to 16, 62. You can open the map to find the corridor that leads to 16, 62 (the shielded question mark).

when you type this in /run print(C_QuestLog.IsQuestFlaggedCompleted(60267)) if you completed it it says " true " am i correct ?
