As of 7/17/2020, this quest is still bugged, and prevents progression of the Horde starting zone on alpha. Approaching the NPC doesn't trigger anything, quest just doesn't work.

Quest wasn't working 5 hours ago, but appears to be working now on two different characters. One alliance and one horde. 12/08/2020

14th of August 2020 - still not working.

I've tried abandoning it a few times, even completed all other side quests and left this for last hoping it'll work. Nope. Nada. Ded.
Submitted a bug report on PTR for it. Hopefully they'll backport the fix they will do on the beta.

As of the 15th, it is still bugged for the Horde. put in a bug report, waiting to find out how to continue though.

Finally found the work-around. Logout for 15 minutes completely out of the game and everything. This will reset the instance and when you login you can talk to the guy and start the event. DO NOT-Join a party or do anything that relates to changing instances until you have completed this quest.

I just attempted to this quest 3 times and it is still not working for horde. I dropped the quest and restarted the game and still had no luck. 08/25/2020 ptr bld 9.0.1.35598

Fixed as of 8/27/2020 - I was able to talk with him and start the sequence.

It's working just fine now. Talk to him to start the encounter.

Also, this guy is a riot and a half. I have no idea who does his voice, but he's in my top list of entertaining NPCs.
