In order to see the quest giver, you have to have completed Kirtonos the Herald (http://www.wowhead.com/?quest=5384). After that, when you equip the Spectral Essence trinket in Caer Darrow you'll be able to see the Magistrate.

After you talk to him it tells you to go to Stormgarde, the Book is located in 1 of 2 places. 1 would be on the human side at 27,66 the other would be the ogre side at 20,66. All cases it has been found in a fireplace. Its a bright red book so you cant miss it if you just ride through on your mount, locate it, then fight back or if your a rogue/hunter vanish/feign death and grab it.

I found it at the top of the tower where the ogres are -- coordinates 18,69

I've found it at 27,65. Check every fireplace you see and you should find it quickly. ;)

Also try checking at the top of the Ogre tower. It spawns there sometimes too.

For anyone who is having trouble finding this item in the fireplaces, It does have a chance to spawn in different places. For example I went back to do this quest with a friend the other day and ended up finding the book inside the tower (in the ogre area) on the top floor. Not near any fireplace.

As you come into the Keep, turn immediately left, go all the way along to the end of the road, and it's the two storey building on your right at the very end.

I just did the quest and it DOES count towards Loremaster of Eastern Kingdom. I just went from 428/550 to 429/550! Otherwise it wouldn't be worth going through all that trouble to find the stupid thing in the first place...

I dont know if they randomly spawn it when you start the quest or what but mine was in the upper part of the ogre tower.

Confirmed top of the Ogre Tower perhaps 1-2 spawning places 1 at the tower and one at the fireplace?

took me a couple tries, but i found it at 27.5, 66.0 eventually.

looked high and low found it in ogre section at cords: 19,64

I can confirm that the book is also in the The tower of Arathor, in the orger zone Very back right of stormgarde. At the very top of the tower.

If you can't find this book (like me) check inside buildings. Mine was on the 2nd floor in the building near castle.

That blip one the map in-game was insaaaanely misleading.
Found the book at the exact opposite side of the Ruins of Stromgarde,
in the fireplace of the house NEXT to the ogre tower.

By looking at the other posts here it almost seems like it could spawn in any of the fireplaces inside Stromgarde. That's a whole bunch of fireplaces ...

The Human, Ras Frostwhisper

This quest was marked obsolete by Blizzard and cannot be obtained or completed.

Travel to the Arathi Highlands, to the ruins of Stromgarde. Search Stromgarde for a Keepsake of Remembrance. If you find such an item, return with it to Magistrate Marduke.

Description

The undead fear life just as the living fear death. It is not unusual for a sentient undead being to completely destroy all remnants of his or her previous life after having turned.

Unfortunately, in order to create an artifact capable of reverting Ras Frostwhisper to a mortal, we must have a keepsake from his years among the living.

You must venture to the ruined city of Stromgarde, Frostwhisper's home, and search for such an item. May luck be with you, <name>.
