This makes the Blessings from both Krag'wa and Bwonsamdi shrines, even those from Dazar'alor, last indefinitely in Zandalar. Does not apply to other Loa Blessings, and you still can only have one Blessing active at a time.

Unfortunately, in contrast to the Outpost Upgrade Missions/Quests for Horde which are located in Kul Tiras, this upgrade is NOT Account-wide.

When I go to the spot marked on the map to honor the altar (approx. 39.3, 77.5), there is nothing to do or click. What am I missing?

So i have to do quests to unlock the different buffs or what? or just visit the shrines once? When i go to the altar now i cant click anything but i havent done a single quest in the zone ether.

For some reason, I was able to trigger completion of this quest by interacting with alters of Pa' ku and Kimbul in Zuldazar but did not do the same for alters of Gonk and Akunda to experiment by repeatedly accepting and abandoning the quest.
I want to get the completion triggered for Boon of Akunda for my Priest rather the other Loa boons.
When I interacted with the Alters of Akunda in Dazar alor the quest didn't trigger for objectives being met like the other alters mentioned that could.
I tried again going to the Temple of Akunda in Vol'dun and nothing happened...
Is this upgrade only applicable for the Alters to Bwonsamdi, Krag'wa and maybe Pa'ku and Kimbul?
For now I guess I'll just not complete this quest yet...

Any clarification would be appreciated.

For those who are having issues not seeing any altars to honor at Zul'jan Ruins, check your progress under the achievement "Loa Expectations". This will show you which loa boons you've unlocked on your character. Likely if you're not seeing either altar at the Ruins, you haven't quested much in Nazmir and do not have any progress towards Bwonsamdi or Krag'wa. You can still complete this quest by honoring a different loa, however.

Other people above have noted that completing the objective of this quest does not pair up with Akunda's boon, which I can confirm. I tried to complete the quest by heading out to Voldun and only got the normal timed buff. I was able to complete the quest by going to the Altar of Pa'ku (which I had already unlocked) right outside of The Great Seal. So try heading to any of the altars of the loas you have unlocked through questing! Good luck.

After buying this scroll from Ransa Greyfeather, using it generates a mission for your followers.
After completing said mission you need to talk to nearby Nathanos and then you're sent to Zul'jan Ruins.
There you interact with the altars of Bwonsamdi or Krag'wa. If you cannot interact with either of the two altars, you'll need to do some more storyline quests in Nazmir. (Ravenwylde, varenne, and Calesta are providing very useful information in this thread: Loa Expectations )
Now you have gained the ability to maintain either of the six possible Loa blessings indefinitely as long as you are in Zandalar (island expeditions, dungeons, raids, and such excluded). Choose one, go to the respective altar, activate it, and you're done. It's passive and you may forget about it from here on. (* see Akunda below)

Here's the shrines in Dazar'alor. There are quite a few more in the other regions of Zandalar, but these ones here are easy to reach and provide all the different buffs:

What do those boons do? In short:

Akunda: AE heal/damage (depending on your casts) to friend or foe (1 min. CD) (*NOTE: Right now, the Akunda buff has only a 20 min. duration. ~~Expect this to get fixed soon~~)
Bwonsamdi: Does some AE after 4 sec. and spawns a servant that follows and fights for you for 15 sec. (1 min. CD)
Gonk: 2 or more enemies within 10y cause some raptors to appear and fight by your side (3 min. CD) (*NOTE: Right now, the Akunda buff has only a 20 min. duration. Expect this to get fixed soon)
Kimbul: Adds a powerful 5 sec. bleed to your target (1 min. CD)
Krag'wa: If your health falls below 25% you get some absorb and a HoT (3 min. CD)
Pa'ku: After killing a target you gain +5% Haste and 25% movement for 15 sec. (1 min. CD)

Which one to choose?

Up to you, but I found that servants and AE (Akunda/Bwonsamdi/Gonk) do more harm than good. They add unwanted mobs and/or keep you in combat after the target is dead. For everyday's business, refrain from those 3 Loas!
Krag'wa is a nice survival gimmick. But then again: How often do you REALLY need a small survival bonus when doing stuff outdoors?
Kimbul does ~30k over 5 sec. (after resistance) once per minute which equates to a 0.5k dps increase.
Pa'ku is a quality of life buff with a nice Haste-related dps/hps gain on top.

So for me it's Kimbul or Pa'ku. Depending on toon.

Zul'jan ruins seems to only have two altars. I wanted Kimbul, so I went up to the Temple of Kimbul in Vol'dun at 57.56, 11.74 and turned in the quest at the altar behind the big cat loa. It worked!

There is a temple in Zuldazar where altars for all the different loa can be found. The entrance to the building where you can get all boons is in Zuldazar at 41, 11
