Polly Want A Cracker? world quest is located in Tiragarde Sound Freehold on Kul Tiras isle at 76.28 86.75 .
To complete the quest use Rodrigo's Birdseed Biscuit on Runaway Macaw flying in the area.

For this quest, the item Rodrigo's Birdseed Biscuit will spawn in your inventory.
You need to target one of the, many, Macaw's flying around and use the item to feed the bird.
The range is only 30 yards (so lower than the 40 yard cast for most spells), so it can be annoying when birds fly just out of range....

I tried to stick to one area, rather than running all over the village.
Hostile NPCs spawn all over this area, and they can be a nuisance - especially if you're lower gear level.
So, getting up near the rooftops can mean more birds in range and less NPCs able to attack you.

Overall - annoying little quest.

This quest doesn't work for me. No matter how close I get to the parrots it always says out of range. Seems bugged. Sometimes the cracker says it isn't ready yet, despite not having gotten a single one.

So this may be common knowledge by now but: you need to target runaways only, I spent a while trying to target the ones near me and couldn’t figure out why the stupid thing wasn’t working.

Start from the Rodrigo’s Roost flight point.

Try staking out a high boardwalk near a waving pennant. It’s flying from an old ship's mast. Look where Rodrigo is looking. The location is over the "F" in the word Freehold. (Coords 77.3, 85.7)

Don't take Fred the red Macaw. He'll take you down to lower Freehold and drop you off near mobs.

To get to the high boardwalk near the pennant:

Walk up the curved green roof at the flight point.
Walk over the narrow plank bridge and into the nearest house. There’s smoke coming from the chimney. This happens to be the Dead Man's Tale Inn. Walk through the Inn and out the door.
Sight a torch in the near distance. Head toward it keeping a gray skull banner to your left. Close up you'll see the torch is set in a barrel.
Walk up the spiral stairs. You're there. Look up to see the pennant.

Kill the nearby pirate. A Runaway Macaw trailing sparkles will fly close. Another Runaway Macaw flies near the other end of the boardwalk. Find Rodrigo's Birdseed Biscuit in your inventory and hotkey it.

How to get there (Alliance side):

- Go to Freehold flight point in Tiragarde Sound;
- Go South until you reach the following coords: 76,83;
- Feed the birds, solo or in party.

I didn't have to target the macaws. I just ran around and clicked the crackers. Eventually one would get close enough.

This quest should change name to "No, Polly DON`T want a cracker-but you can try to hit a parrot with a biscuit while it flies away!" You can only target a few of the damn birds; those that are sparkling, and only throw the biscuit when they are within a narrow window of distance; too far and too close wont work. And when the distance is right; is anyone`s guess. And trying to get that right while avoiding the mobs, other birds and not falling down somewhere... There can only be three possible reasons for this quest design; 1; Blizz wants to annoy us to death, 2; Blizz wants to waste our time, 3; Blizz wants to waste our time whilst annoying us to death...Good luck!
