Alchemist Funen will offer Alchemists Limited Supplies and Tracking the Trackers at about the time you are offered
Rendezvous and From Darkness in the main Argus Questline "The Assault Begins" (Week 1) by High Exarch Turalyon.

Alchemist Funen will NOT offer these quests before you progress to that about point.

Ok for anyone that is looking for the astral healing potion recipe for the mage tower (or any other reason)

Here are the brief steps that should help
1. this is on Argus, knowing that there are some things you must do
a. have you been to argus on another character, if so this will be easier, go to Legion Dalaran and Violet Citadel and talk to Khadgar he will have a quest
Hand of Fate - that should get you started
b. Have not been to argus, I then recommend you read
comprehensive argus guide on here

2. Once you accept hand of fate, use portal to Org (horde)

Kill 14 Feflame Scavengers at the Annihilan Pits.

Description

<name>, have I told you about my tracking potion? Our scouts use it to track demons, especially their "fiends".

Those particular creatures tend to consume the astral glory in the area, making it difficult to replenish our stores of the herb.

If you could help thin their numbers out, it would greatly help us from having to search elsewhere for supplies. You can find many of them in the Annihilan Pits.

I could also teach you the recipe for this potion for your effort.
